Abstract

This study aims to analyze, to compare and to differentiate specific values of accountingand medical students. While the majority of previous studies used the Rokeach InstrumentSurvey, the current study employs the modified Rokeach and Schwartz Instrument. Thismodified instrument consists of thirty variables. However, a factor analysis indicates thatthe variables can be grouped into four constructs: individuality, theoretical, social, andesthetical. Overall, the study shows that personal values of accounting students are belowthose of medical students. Based on the finding, the study suggests that a certain subject orcourse with a high ethical contents should be taught in accounting programs.Keywords: etika, specific values, personal values, individuality, theoretical, social,aesthetics

Abstract

This study evaluates the budget formulation process of Wonogiri regency, includingefforts to accommodate public aspiration and the roles of local parlement.The information used are secondary and primary data. Secondary data are Income andLocal Budget, consist of incomes (local income, balancing fund and various legal incomes),expenditures (expenditure for local apparatus and expenditure for public services) eachconsists of general administrative expenditure, maintenance and operational budget, andcapital/ investment expenditure) and funding (i.e. local income and local spending).Primary data were observation results conducted during budget meetings, interviews withthe head of budget division and the head of C Commission of local parlement. Analysisinstruments employed were qualitative-descriptive and proportional analysis.Keywords: budget formulation process, qualitative descriptive and proportional analysis,criteria of performance budget formulation, planning programming andbudgeting system.

Abstract

Teori agensi mengindikasikan bahwa manajer proyek yang mempunyai informasi privatdan insentif untuk melakukan shirking akan melakukan tindakan yang disfungsional berupa meneruskan proyek yang diketahui tidak menguntungkan. Isu ini harus diteliti secara luas dengan setting/skenario dan sampel yang berbeda. Tujuan penelitian ini adalah untuk menguji perilaku shirking dari manajer proyek ketika mereka harus menghentikan proyek yang tidak menguntungkan. Tujuan berikutnya adalah untuk menguji peran konpensasi untuk mencegah perilaku shirking.Penelitian ini menggunakan metoda eksperimental dengan memanipulasi dua kondisiyaitu informasi privat dan insentif untuk melakukan shirking. Partisipan dalam eksperimen ini adalah 138 mahasiswa kelas eksekutif program Magister Manajemen Universitas Gadjah Mada. Hasil penelitian tidak mendukung perilaku yang diprediksi oleh Harrell dan Harrison (1994). Manajer yang mempunyai informasi privat dan insentif untuk shirking menghentikan proyek yang tidak menguntungkan (walaupun terdapat kecenderungan namun tidak signifikan secara statistis).Bertentangan dengan harapan, penelitian ini juga menemukan bahwa kompensasi(bonus dan pinalti) meningkatkan kecenderungan manajer untuk melanjutkan tindakanyang disfungsional ini. Selanjutnya, penelitian ini menunjukkan bahwa mahasiswa wanita, usia muda, kurang berpengalaman, mempunyai latar belakang pendidikan bisnis pada level strata satu, dan belum menikah mempunyai kecenderungan untuk melanjutkan proyek yang tidak menguntungkan. Hasil yang demikian mungkin disebabkan oleh faktor risiko yang mempengaruhi perilaku mereka.Penelitian selanjutnya harus dilakukan untuk memeriksa ketidakkonsistenan dalamisu ini dengan mempertimbangkan beberapa kelemahan. Penggunaan sampel yang berupa manajer akan memberikan hasil yang lebih kuat daripada menggunakan proksi mahasiswa eksekutif magister manajemen. Penggunaan skenario lain (terutama skema konpensasi yang berbeda) untuk menguji isu ini juga diperlukan. Penelitian selanjutnya juga perlu mempertimbangkan faktor preferensi terhadap risiko dan locus of control. Seseorang yang mempunyai locus pegawasan internal akan cenderung untuk melanjutkan proyek yang tidak menguntungkan karena ia merasa mampu untuk mengubah keadaan.Kata kunci: Masalah agensi, asimetri informasi, insentif untuk shirking, penghentianproyek yang tidak menguntungkan

Abstract

Penelitian ini bertujuan untuk mengindentifikasi factor-faktor penentu intensikewirausahaan (entrepreneurial intention) mahasiswa Indonesia. Empat variabelindependen digunakanl untuk memprediksi intensi kewirausahaan. Keempat variabeltersebut adalah kebutuhan akan pencapaian (need for achievement), lokus kendali (locus of control), efikasi diri (self-efficacy), dan kesiapan instrumen (instrumental readiness).Menggunakan 130 sampel, penelitian menemukan bahwa dari variabel-variabel tersebut,efikasi diri dan kesiapan instrumen mempengaruhi intensi kewirausahaan secarasignifikan, sedangkan lokus kendali dan kebutuhan akan pencapaian tidak mempunyaipengaruh terhadap intensi secara signifikan. Secara keseluruhan, semua variabel bersama-sama hanya dapat menjelaskan 23.6% dari variansi total. Selanjutnya, variabel demografis (umur, jender, pendidikan, dan pengalaman kerja) tidak mempunyai pengaruh yang signifikan terhadap intensi kewirausahaan. Secara umum, penelitian menemukan bahwa intensi kewirausahaan mahasiswa Indonesia tidak terlalu tinggi (rata-rata= 4.46 dari 7; dan simpangan baku=1.39). Hal ini dapat diinterpretasikan bahwa mahasiswa Indonesia sedikit lebih menyukai menjadi entrepreneur daripada bekerja di perusahaan.Kata-kunci: entrepreneurial intention (intensi kewirausahaan), need for achievement,locus of control, self-efficacy, instrumental readiness, Indonesia.

Abstract

Artikel ini menganalisis peran pemerintah dalam pertumbuhan ekonomi jangka panjangdi sebagian besar negara Asia Pasifik yang mempunyai kesamaan latar belakang ekonomi,periode 1980-2000. Studi yang menggunakan “unbalanced panel method”ini memberikan hasil bahwa koefisien pangsa pengeluaran pemerintah terhadap GDP adalah negatif signifikan dalam mempengaruhi pertumbuhan ekonomi di kawasan ini. Hubungan negatif ini menunjukkan bahwa komponen konsumsi mendominasi pengeluaran anggaranpemerintah. Hasil ini sejalan dengan kenyataan bahwa sebagian besar negara-negara dikawasan ini menemui masalah dalam manajemen pengeluaran pemerintah. Jadipengeluaran yang besar untuk konsumsi bagi kepentingan pemerintah sendiri menutupiefek positif investasi publik.Namun demikian, koefisien penerimaan pajak menunjukkan tanda positif. Hasil yangsignifikan menjelaskan adanya hubungan yang kuat antara penerimaan pajak danpertumbuhan ekonomi di mana meningkatnya penerimaan pajak mendorong pertumbuhan ekonomi jangka panjang. Oleh karena itu, kebijakan pemerintah sebaiknya mendukung akumulasi penerimaan pemerintah yang mempunyai peran potensial dalam mendorong pertumbuhan ekonomi.Selain itu, studi empiris ini juga menunjukkan bahwa di antara variabel yang mempengaruhi pertumbuhan ekonomi, menurut argumen teori pertumbuhan neoklasik,hanya variabel investasi modal yang mempengaruhi pertumbuhan ekonomi untuk negara di kawasan Asia Pasifik dalam analisis.Akhirnya, dalam artikel ini juga direkomendasikan studi lebih jauh yaitu analisis perankebijakan fiskal dalam pertumbuhan ekonomi yang memisahkan antara kebijakan fiskaluntuk kepentingan yang produktif, seperti investasi publik, dan kepentingan yang tidakproduktif, seperti konsumsi rutin.Keywords: economic growth, government expenditure, tax revenue, fiscal policy

.... intellectuals are at their best when distant from politics and power... only whenintellectuals step back from governing institutions will they be able to speak truth topower.... Intellectuals, therefore had to conceive of themselves as cultural worker,responsible not solely for generating ideas but also for ensuring that those ideas wound upin the minds and arguments of a thoughtful audience and public. (K. Mattson, 2002: 9, 267)Universities are introduced, without the intellectual spirit. A bureaucracy is introducedwithout the rigid and widespread adherence to the principal of promotion by merit,efficiency, and a public service attitude. Parliamentary democracy is introduced withoutthe spirit of fair play, honest election, and a genuine commitment to principles. Thesciences are introduced without the spirit of enquiry. The incomplete nature of themodernisation process, the substance without the spirit, is the cause of prevailingbackwardness of the developing societies. Abstract

Abstract
