Abstract

For approximately last two decades, on one hand, the number of transmigrates originally from Bali was decline sharply., i.e. from 56.351 persons in the period of 1979-1983 to 17.298 persons in the period of 1994/95-1997/98. On the other hand, in the relatively same period, the number net migration was increase sharply, from (-) 3,1 thousand persons in the period of 1980-1985 to (+) 87,2 thousand persons in the period of 1995-2000. The rapid flow of immigrants to Bali has caused some problems, though it is admitted that their arrival is also give a positive affect, both for the place of origin and the place of destination. Besides emerged from inter provincial migration, problem caused by inter regency migration seems to be critical and have to be overcame soon in the regional autonomy era. The strategy carried out has to be based on national demography policy, especially in relation with Undang-Undang No. 10, 1992 about ?Population Growth and Development of Wealthy Family?, and Undang-Undang No. 39, 1999 about ?Human Right?. Based on those regulations, it is stated that government not able to prohibit resident to do both inter provincial and inter regency mobility, because every resident have right to chose their residence and job according to their wish. Population mobility is a natural life phenomenon and inevitable due to rapid improvement of communication technology. Every region has to recognize supporting and capacity powers of their regional environment. Particularly to the place of destination, it is important to know about the amount and qualification migrant labor need. Through this kind of mobility, presence of migrant in the place of destination will complimentary to social and economic life of the place of origin. Such a condition, not only be able to prevent conflict between migrants and local resident, but also smoothing national integration process. Besides rights for doing mobility, one thing has to be remembered by all resident (including migrant), is obligation to obey and follow population regulation, both at the place of destination and the place of origin.

Abstract

Small and medium industry (SMI) is the leading sector of the economy of Bali that have contribution on export and labor absorption. In the face of the increasingly competition nowadays, SMI should have primacy as a typical company?s ability to win the competition. The purpose of this research is to know the application of empowerment of human resources and its role in the creativity of employees as a source of competitiveness of the company. Responden in this research are employees of SMI apparel industry sectors from textiles and craft industry of wood, metal, gold and silver, in the Badung Regency. These studies use quantitative analysis approach, using multiple linear regression analysis technique. The results showed that the structural and psychological empowerment simultaneously significant role in propping up the creativity of employees. Structural and psychological empowerment partially also plays a positive and significant in the creativity of employees. The results of this research may imply that the better structural and psychological empowerment happens in companies growing the SMI creativity of employees. The creativity demonstrated by the new combination makes creative in completing the work and improve the ways of completing tasks so that the results of its work more meaningful for the company in the face of an increasingly tight competition.

Abstract

Badung Regency is the one of the primary distination area of migrant inBali Province. It?s caused by the development conducted tend to concentrate tothis region, and it?s reflected by the concentration of some activities as well as thecenter of government, economy and trade, education, health services, and thecenter of tourism.The objectives of this rescarch are to know the different of marginalpropensity to consume (MPC) between nonpermanent migrant workers from Baliand outside Bali; the effect of income, education, and remittances on consumptionspending of nonpermanent migrant workers simultaneously; the effect of income,education, and remittances on consumption spending partially; and to know thedominant variable that influence to consumption spending. In this research wasprimary data from 160 respondents of two villages in Badung Regency thase areJimbaran and Dalung. Technique of data analysis is used simple linearregression, multiple linear regression, clasic assumption test, F-test, t-test andanalysis of dominant variable.Some findings of this research are: that the MPC?s of nonpermanentmigrant workers is still low, as well as the MPC?s of nonpermanent migrantworkers from Bali is 0,248 and 0,133 for nonpermanent migrant workers fromoutside Bali. Simultaneously, the income, education, and remittance variables aresignificantly influential to consumption spending of nonpermanent migrantworkers at level of significant 1 percent. Pertially, the income, education, andremittance variables are also significantly influential to consumption spending ofnonpermanent migrant workers at level of significant 1 percent. The last findingthat income is the most dominant variable have an effect to consumption spendingof nonpermanent migrant workers.In relation with aboved conclusions can be suggested: Firstly, the usingremittances thas sent by nonpermanent migrant workers to its origin in order toproductive activities so thas can push the origin area. Secondly, thenonpermanent migrant workers have to pay attention to the environmentalcondition compatibility in distination area, like to participate in social activitiesand to maintain the cleanlines environment in distination area.

Abstract

Partisipasi masyarakat desa sangat menentukan keberhasilan perencanaan dan realisasi program penurunankemiskinan perdesaan. Tokoh masyarakat yang terlibat dalam perencanaan program penanggulangan kemiskinan,biasanya berasal dari kalangan masyarakat yang berpendidikan, mempunyai keahlian khusus, dan mandiri secaraekonomi. Karakteristik tokoh masyarakat seperti itu dalam sosiologi ekonomi disebut kelas menengah. Keberadaankelas menengah dalam upaya penanggulangan kemiskinan juga dilihat dalam berbagai wadah non-formal. Sepertikomunitas- komunitas sosial yang didirikan dengan program khusus penanggulangan kemiskinan diperdesaan.Tujuan penelitian ini adalah untuk mengidentifikasi faktor apa yang membedakan partisipasi kelas menengah diKabupaten Gianyar. Dari 150 responden yang diteliti dengan mempergunakan teknik analisis kuantitatif multivariatediskriminan, ditemukan hasil bahwa variabel persepsi pentingnya partisipasi dalam program pengentasan kemiskinan,penilaian potensi diri, pentingnya organisasi/wadah, lokasi tempat tingga (status migran), umur, jumlah tanggungankeluarga, dan persepsi bentuk bantuan yang diberikan, mampu membedakan bentuk aktivitas sosial yang merupakanbentuk partisipasi kelas menengah di Kabupaten Gianyar.

Abstract

Employment is one of the economic indicators that show the situation and socio-economic conditions of a region. The high unemployment rate shows the narrowness of employment opportunities caused by not develop of regional economic. Conversely, the low unemployment showed developing of economic activity in that region, because it can create employment opportunities. Therefore, policies that lead to the creation of employment opportunities should be taken by the executive of a region. Over the last four years (2007-2010), labor force, not the labor force and population of work absolutely tend to increase parallel with the increasing of the total population of Bali and the work age population (over 15 years). Meanwhile, unemployment tends to decline. This is caused by an increase of the work age population are accommodated by the developing of the tourism service sector and the informal sector. Proportion of the Bali labor force that works sectorally shifts significantly over the last four years (2007-2010), especially the labor force who work on agriculture declined, and labor force who work on social service sector, social and individual increase. In the same period, absolutely number of population who work in the formal and the informal sector increased, but relatively people who work in the formal sector declined, which is compensated by an increasing the population working in the informal sector. There was a drastic increase of Bali labor power placement to abroad over the last three years (2008-2010). This indicates that the interest of workers in Bali, especially young workers to work abroad is huge. Tourism in Bali has become the engine creator of employment opportunities significantly. Increased tourist arrivals who accompanied increased of tourist spending, the more increased (demand) several of output produce by economy sectors, ultimately creating more employment opportunities. Labor force of Bali Provincial, particularly labor force graduate from Tourism Vocational High School, Diploma I, II, III, or IV of Tourism which dominates of the Balinese young labor force are very ready to compete in the era of free trade to meet the demand of professional manpower from abroad.

Abstract

Implementation of the principle of accountability of Village Fund management starting from the planning stage, implementation of all activities, and after the activities of village fund management is expected to be accountable. Judging from the object and method of analysis used, this research is included in qualitative descriptive research. This type of research seeks to describe the real picture of the phenomena that occur in the management of village funds, especially accountability of village fund management pemogan district of South Denpasar. To dissect this issue of Financial Accountability Theory, there are two indicators used in this study including: (a) Transparency Indicators proven by the absence of open village governance attitude towards village fund management from planning, implementation and accountability stages, (b) Indicators of Accountability (Accountability) evidenced by the different amounts of village funds used in reports on village financial accountability and reports on the use of village funds owned by BPMPD Kota Denpasar and Accountability Report of APBDes Pemogan Village caused by budget changes in October and accountability report with evidence of fund usage still not synchronized.

Abstract

Government of Indonesia has not yet put youth?s mental health as priority in the agenda of health and human resources development. Currently, national health development strategy is on maternal, neonatal and child. The impact on health intervention gap during human?s life cycle is high tendency of youth with unstable mentality, which will lead to diminishing quality of human resources in Indonesia. The paper aims to demonstrate the significancy of lacking intervention program on youth?s mental health. Analysis should benefit stakeholders of human resources as basis for advocacy, decision making and policy design. Method that is applied in the paper is cost utility analysis with social perspective on suicide cases in Sanglah Hospital, Bali. Outcomes of interventions are measured by Quality-Adjusted Life Years (QALYs). Two empirical alternatives are presented in the analysis, i.e. with preventative intervention and no intervention at all. Without intervention, prevalence of suicide case is estimated 9 per 100,000 youths, with total cost of almost Rp 238.9 million and lost of 146.25 QALYs. With intervention, estimated prevalence of suicide case is reduced to 2.25 per 100,000 pemuda, with total cost of almost Rp 2.3 billion and lost of 36.56 QALYs. Cost utility analysis yields cost-utility ratio of Rp 18,5 milion. The analysis indicates that intervention program is more effective than leaving youth to develop without having skills to manage stress. Thus, youth?s mental health should start to be policy priority as it is one effective solution to intervene the diverse health problems of youth. Yet, prime movers are required to accumulate political commitments and to collaborate various programs among stakeholders of human resources, e.g. government, private sector, community and family.

Abstract

This study aims to (1) determine the diversity of the informal sector in the Negeri Batu Merah, Ambon and (2)determine the possibility of remittance practices, by the Javanese migrants.The method used was a descriptive qualitative approach. The data obtained were the primary and secondarydata as well as documentation collected through in-depth interviews with 30 respondents. Analysis of the data wasconducted by using model of Spradley, in which the focus of the observations were made on three major componentsrespectively; space (place), actors and activities.The results showed that (1) the diversity of the informal sector includes a pedicab driver, an old iron buyersand peddlers (meatballs, cakes, herbs, chicken noodle, soto soup, Sarmento, vegetable peddlers, chocolate banana,chicken satay, fried snack and fried rice), and (2) there was 72 percent of migrants send remittances to their familiesin the area of origin regularly with the average of Rp 1,343,33.33 per month. The migrants come from various citiesin West Java, East Java and Central Java such as; Solo, Karanganyer, Demak, Wonogiri, Ngawi, Tegal, Sidoarjo,Sukoharjo, Sumedang, Lamongan, Bojonegoro, Trenggalek, Jombang and Kebumen.

Abstract

Tujuan penelitian ini adalah untuk menganalisis pengaruh umur orang tua, pendidikan orang tua, pendapatan,daerah asal dan umur anak. Penelitian ini dilakukan pada keluarga nelayan di Desa Kedonganan Kecamatan KutaKabupaten Badung. Jumlah sampel sebanyak 69 kepala keluarga. Pengumpulan data dilakukan melalui wawancaraterstruktur, wawancara mendalam dan observasi. Teknik anaslisis yang digunakan yaitu regresi linier bergandadengan dummy sebagai variabel bebas. Hasil penelitian menyatakan bahwa umur orang tua, pendidikan orang tua,pendapatan keluarga, daerah asal dan umur anak pertama berpengaruh secara simultan terhadap tingkat pendidikananak keluarga. Secara parsial pendidikan orang tua, pendapatan keluarga, daerah asal dan umur anak pertamaberpengaruh positif dan signifikan terhadap tingkat pendidikan anak keluarga nelayan. Sedangkan umur orang tuatidak berpengaruh signifikan secara parsial terhadap tingkat pendidikan anak. Hal tersebut menandakan bahwameningkatnya pendidikan orang tua, pendapatan keluarga, daerah asal dan umur anak pertama akan meningkatkantingkat pendidikan anak keluarga nelayan di Desa Kedonganan Kecamatan Kuta Kabupaten Badung.

Abstract

The uncertainly of the economic condition where the chance of employment is limitedhas led to the stability of family source of income. This condition has pushed haousewifeswhere previously just conserned on domestic matters to public sector partisipation tosupport family income. This research aimed at finding contribution of housewife workersincome by processing food to the total family income. This research was conducted atPemogan village, South Denpasar district, Province of Bali.This result of the research shows that type of job done by housewife worker were infood industries with the average time alocation for processing food accounts for 4.27hours per day. It was also found that the average of earning per month is Rp.429,753.00 andit amounts is 12.82% of the total family?s income. This implies that labor produvtivity isRp3,594.00 per hour. The reasons wife working are (a) to support family income, (b) to fillsparetime with positive activities, (c) to look for an experiences. About 83,3% housewifeworker doesn?t find difficulties for processing food, only a small amount (16,7%) findsdifficulties.In order to improve the contibution of houswife worker to the family income, it issuggested to guide them for better processing methodes and management by relatedinstitutions. This includes Bali Agricultural office and BPTP.
