Abstract

The research object is the quality of health service organized by Public Health Centre (PHC) in Kedawung District, Sragen Regency, Central of Java Province. Based on the discussion of the results obtained by the conclusion, that there is a positive and significant influence between Organization Factors and Individual Factor toward Quality of Health Services organized by Kedawung PHC. Thus the hypothesis being tested eight acceptable. Thus it can be stated that the Organization Factors and Individual Factor are factors that determine the quality of health services organized by kedawung Community Health Center in Sragen regency.The research finding is a new model of health service with the title ? Health Service Assurance Model?. The model was developed from a new concept and construction with 13 factors, namely (1) Resources Services, (2) Accountability Services Fund, (3) Organization Skills Service, (4) Demotivator Services, (5) Extroversion Services, (6) Orientation Task Leadership services, (7) Orientation Relationship Leadership services, (8) Orientation Changes Leadership Services, (9) Human Resources Information Services, (10) Information Technology Services, (11) Relations Information Service, (12) Procedures Service, and (13) Technical Services.Research conclusion, the overall hypothesis is accepted and its relations positive and significant. Finally found is Model of Health Services Assurance . Performance of health services PHC Kedawung very good. Suggestions for Central Government, Local Government, and Management Health Center Kedawung that 13 factors can be used as norms, standards, procedures and criteria in the community health services.

Abstract

Village as a government that directly related to the community is the main focus in government development, because most of Indonesia's territory is in the countryside. Therefore, in village development it needs to be directed at the realization of an "independent village". In order to encourage and awaken the ability of the community, especially rural communities, many programs have been made by the government. One of them is through empowering rural communities by involving the community and elements of government that have more reactive development policies that give priority to the needs of village communities in budget allocation so that they are able to exploit the potential of their respective regions. This study aims to determine: 1) community participation in the implementation of Musrenbang Desa in Titian Modang Kopah Village, Kuantan Tengah District, Kuantan Singingi District; and 2) know the obstacles. Meanwhile, the research method used is qualitative research with a descriptive approach, and data collection techniques through interviews, observation and documentation. The results of this study concluded that: 1) The level of community participation in the Musrenbangdes was very lacking, so the Musrenbangdes implementation activities in Titian Modang Kopah Village were only a formality; and 2) The obstacle in the implementation of the Musrenbangdes in Titian Modang Kopah Village is the difficulty in making decisions regarding the prioritized program which has not been realized, the community is less able to express their aspirations because they still have weak analytical power to the development needs due to weak resource factors the community and the lack of synergy between the various development funding sources owned by Titian Modang Kopah Village. As a consequence of these obstacles, many government programs are not based on the potentials and uniqueness of the Region, causing many potential in Titian Modang Kopah is ineffective.

Abstract

On the occasion of the Government Bureaucracy Reform implementation, especially the 7th program, Performance Accountability Strengthening, ministries and institutions (K/L) of the government continue to work to build a better performance management system. Recently, in the democratization and globalization era, the measurement of organization performance is an urgent task for a good government. Thus, a modern performance management is needed to provide transparency on performance accountability through a government performance management system mandated in the governance reform. Performance management is the process of developing shared understanding of (1) what will be achieved, (2) how to achieve the performance, and (3) what approach to improve performance achievement. Performance Accountability of Government Institution System (SAKIP) is a reform model to realize the good governance from the issuance of the MPR Decree XI/1998 and Law No. 28/1999 concerning clean and free of corruption state through the principles of good state administration (Law No. 28/1999), one of which is accountability. The Balanced Scorecard (BSC) with four perspectives is a highly effective method of measuring and managing performance to enhance accountability (the seventh principle) through the integration of government planning and budgeting systems, at the central, provincial and municipal levels. In addition, BSC is integrated between internal levels of government organizations from the vision of the government organization's mission as well as Strategic Objectives (SS) and the Key Performance Indicators (IKU). Furthermore, BSC with the cascade and alignment methods can be used as a tool to improve the organizational structure and functions. This study focuses on the measurement of accountability and improving the performance of government organizations in achieving the social impacts of development outcomes. The statistical test results of the significance outcomes of the MMAF (Ministry of Marine Affairs and Fisheries) based on the maximum standard of the accountability value as defined by the Ministry of Administrative and Bureaucratic Reform, is an average of above 0.5 (95%), while the achievement of organizational performance with the BSC stakeholders perspective is 132.51% (2015), 118.3% (2016), and 99.05% (2017).

Abstract

Wabah virus Corona merubah kebiasaan hidup, pola interaksi dan perilaku masyarakat. Dampaknya sangat besar dan massif, tidak hanya menyasar aspek kesehatan tetapi juga bidang ekonomi, psikologi, sosial, politik, pendidikan, budaya, keagamaan, dan sebagainya sehingga perlu dihandel dengan kebijakan pemerintah yang tepat. Artikel memakai metode kualitatif dengan pendekatan studi kasus ini konsen pada dinamika yang terjadi dalam masyarakat pasca kebijakan terkait COVID-19 diimplementasi. Metode pengambilan data melalui observasi, wawancara, dan analisis konten publikasi media online. Fokus kajian ialah kebijakan pemerintah, respon masyarakat, dan kejadian yang mengikutinya setelah kebijakan diimplementasi dalam periode Maret sampai Agustus 2020 di Kota Kendari. Hasil studi menunjukkan bahwa pasca kebijakan pencegahan penularan COVID-19 diimplementasi muncul dinamika dan kegaduhan dalam masyarakat. Kegaduhan, kepanikan, dan stress tersebut dipicu oleh 3 hal yaitu pertama, instruksi Walikota Kendari yang melarang warga Kota Kendari beraktivitas di luar rumah selama 3 hari secara berturut-turut tanpa jaminan sosial yang jelas; kedua, isu kedatangan Tenaga Kerja Asing asal Tiongkok, dan ketiga, pasien diduga terinfeksi Corona kabur dari ruang isolasi rumah sakit.  Respon masyarakat terhadap kebijakan kontroversial pemerintah beragam, mulai dari ketidak-patuhan, melanggar aturan protokol kesehatan, hingga timbul kecemasan dan kegaduhan dalam masyarakat. Agar tidak menimbulkan kegaduhan dan kontroversi, kebijakan pemerintah mestinya dibuat untuk menjawab kebutuhan, menyelesaikan masalah, dan mensejahterakan masyarakat.

Abstract

Salah satu upaya pengentasan kemiskinan dan meningkatkan kesejahteraan masyarakat adalah melalui kewirausahaan. Badan Usaha Milik Desa (BUMDes) merupakan salah satu wadah pembelajaran kewirausahaan bagi masyarakat pedesaaan. Begitupun yang terjadi di BUMDes Serang Makmur Sejahtera di Desa Serang, Kecamatan Karangreja, Kabupaten Purbalingga. Adapun tujuan penelitian untuk menggali informasi tentang fungsi BUMDes dalam meningkatkan kesejahteraan masyarakat di wilayah pedesaan. Artikel ini menggunakan metode penelitian kualitatif dengan jenis deskriptif. Pengambilan data dilakukan dengan observasi dan wawancara mendalam pada pengelola BUMDes, Aparatur Desa, dan masyarakat desa. Berdasarkan penelitian ini diperoleh fakta bahwa keberadaan badan usaha milik desa (BUMDes) Serang Makmur Sejahtera memiliki fungsi terhadap kesejahteraan masyarakat yaitu pada  ekonomi  masyarakat, ketenagakerjaan, pendidikan, kesehatan  dan rekreasional langsung pada peningkatan layanan publik masyarakat seperti layanan kesehatan dan perbaikan infrastruktur desa. Rekomendasi dari penelitian ini adalah meningkatkan unit usaha  BUMDes yang berbasis lingkungan, pemberian jaminan sosial pada pengelola dan pegawai BUMDes, dan meningkatkan kemampuan dan keterampilan pengelola dan pegawai BUMDes.

Abstract

                                          ABSTRAK Penelitian pemberdayaan kelompok pengurus elektronik warung gotong royong kelompok usaha bersama program keluarga harapan (E-Warong KUBE PKH) Harapan Jaya Kelurahan Manggarai Kecamatan Tebet Jakarta Selatan melalui pemanfaatan teknnologi dan informasi cukup penting dan menarik serta berjalan sesuai dengan yang diharapkan. Teknologi dan informasi merupakan sebuah kebutuhan primer yang wajib di penuhi oleh setiap lapisan masyarakat. Dalam hal ini teknologi dan informasi telah membantu memperbaiki ekonomi, sosial serta budaya dalam tananan masyarakat kini. Hal tersebut dapat dibuktikan dengan banyaknya inovasi-inovasi yang dilakukan oleh pemerintah, salah satunya adalah E-Government terutama dalam program E-Warong KUBE PKH milik Kementerian Sosial. Guna menjawab permasalahan ini, penelitian dilakukan dengan menggunakan metode deskriptif kualitatif. Data dikumpulkan melalui observasi dan wawancara mendalam dengan pengurus E-Warong KUBE PKH) Harapan Jaya Kelurahan Manggarai, kemudian dianalisis secara kualitatif. Hasil penelitian menyimpulkan bahwa komitmen pelaksana program, hal ini sangat penting untuk mendukung setiap proses dan kegiatan program E-Warong terkait pelayanan publik berbasis elektronik (e-service). Kemudian sarana dan prasarana juga penting mengingat tanpa hal tersebut, maka pemberdayaan dan layanan program E-Warong dengan basis pemanfaatan teknologi dan informasi akan sulit berjalan. Terakhir sumber daya manusia karena pemberdayaan dan pengembangan program akan akan sulit terwujud tanpa hal tersebut.Kata Kunci: pemberdayaan, kelompok, E-Warong KUBE PKH.

Abstract

Based on the 2017 IDHS, the unmet need for DKI Jakarta Province was 15.7%, this figure is still above the national average of 10.6%. This shows that there are still problems in fulfilling contraceptive needs for PUS in DKI Jakarta Province. One of the national family planning (FP) policies in increasing access to FP services is through mobile FP services with a focus on serving Long Acting Methods (LAM). The implementation of the movement of LAM services is a strategic effort by the DKI Jakarta Provincial Office of Empowerment, Child Protection and Population Control in increasing fertile age couples participation in LAM so that it is expected to reduce the Total Fertility Rate (TFR). The research used a qualitative descriptive method which aims to describe how the implementation of mobile FP service policies in DKI Jakarta Province which is regulated in the Regulation of the Head of BKKBN Number 10 of 2018 concerning the Implementation of Mobile FP Services seen from the Communication, Resources, Bureaucratic Structure and the Attitudes of FP Program Managers and Implementers and to identify obstacles in implementing the policy. In-depth interviews were conducted with 11 administrators and implementers of FP policies who were selected based on purposive sampling technique. The results showed that communication from the management level was carried out routinely through coordination meetings. There is support for regulatory guidelines for program implementers. There is a commitment from the managers and implementer in an effort to achieve the target of increasing participation in LAM. The obstacle is the lack of number of field FP personnel which can affect the implementation of tasks to be less than than optimal.
