Abstract

AbstrakBunuh diri polisi merupakan permasalahan psikologi profesi. Setiap polisi dituntut mampu mengambil suatu keputusan dalam kondisi tertekan, waktu yang terbatas, dan tingkat kompleksitas tertentu. Di balik tugas yang berat, polisi sejatinya adalah manusia biasa yang memiliki latar belakang sosial. Profesi ini mengharuskan setiap individu menyaksikan hal-hal buruk dalam masyarakat, sehingga menjadi stimulan untuk mengganggu kesehatan mental. Dalam kondisi demikian, polisi juga dihadapkan pada beban kerja yang berat yang juga dapat menstimulasi pengaruh buruk pada kehidupan pribadinya. Tulisan ini membedah kasus bunuh diri yang dilakukan anggota Polri sepanjang tahun 2015 hingga 2016 dengan menggunakan pendekatan psikologi sosial. Temuan empirik bunuh diri polisi di Indonesia dapat dikomparasikan terhadap temuan eksperimental fenomena serupa di dunia. Sehingga dari hasil perbandingan ini Polri dapat menangkal potensi bunuh diri pada anggotanya dengan pendekatan yang lebih bersifat alamiah.Kata kunci: bunuh diri, polisi, psikologi sosial, profesi Suicide police is a problem of psychological profession. Every police is required to be capable to take a decision on stressfull condition, limited time, and level of certain complexity. Behind their difficult duty, police is ordinary people which have social background. This profession requires every individual witnesses bad cases in the society, so it becomes stimulant to disturb mental. Under that condition, police face to difficult duty which can stimulate bad influences in their personal life. This article discusses suicide case which is done by member of the Indonesian National Police along the year of 2015 until 2016, using social-psychological approaches. Empirical finding of suicide police in Indonesia can be compared with other findings of similar phenomena in the world. From the result of this comparison is that the Indonesian National Police can prevent a potential suicide of their members with a better scientific approach.Keywords: suicide, police, social psychology, profession

Abstract

Policing is one of the final filter mechanisms in order to avoid the impact of globalizationentering Indonesia. Good policing can anticipate the dynamicof strategic environment before the bad impact happen in the society. Therefore, it is important for police to be able to conduct analyses on comprehensive strategic policing based on sectorial. For example, globalization, economy, and terrorism have specific chains and/or relationship pattern, in which the development influences the livelihood of Indonesia society. Indonesia Police has role to protect, assist, and serve society by giving priority on preventive functions before negative impact caused by the changes of strategic environmentoccurred. National strategic analysis is important to develop police capability by using humanity approach. This essay is to strategically analysethe comprehensive security through economic point of view including in the context of terrorism.

Abstract

This research emerged from concerns over cultural reform within the Indonesian Police, which has yet to show expected results, compared to successfully materialized structural and instrumental changes within the frame of Police Reform in the past two decades. Ethical culture, in this research, is believed as ‘organizational capital’ that is needed by the Police to facilitate cultural change. Inquiry into police habitus at the Sidoarjo Resort Police as this research’s object, revealed some problems hindering institutional integrity, i.e.: reminders of paramilitary culture, police doxa as crime-fi ghter, insuff uctient and partial development of internal oversight system, absence of public participatory ethical infrastructure, and deonthologic or rule-based defi nition of ethical approach. In the time being, on personel integrity aspect, there found the following problems: limited comprehension of ethics as a philosophy and of public ethics as public offi cial’s code of conduct, absence of training on ethics in police education, absence of supporting symbolic capitals, and weaknesses within recruitment and socialization system for newly recruited offi cers. A model of ethical culture strengthening is thus developed to overcome the problems on institutional and personel integrity, particularly at the resort level police organization.
