Abstract

Abstract

This paper provides conceptual and practical descriptions for a model of empowering women fishermen based on local potential. The model is called the six-model model. The six developments model is the result of two years of research with objects of coastal community research in Sidoarjo Regency and Trenggalek Regency. This model has three stages, namely look-think-act. With this stage, the implementation of empowerment then focuses on six aspects, namely natural resource development, human resource development, institutional development, program development, business development, and environmental development. This paper will explain the application of the six communit development model in the coastal community of Tasikmadu village, Trenggalek Regency, as well as updating the previous research by utilizing the commodity of Bakso Ikan. Empowerment activities through the six development model in Tasikmadu Village were carried out by providing counseling and training on fish meatball production. After that, it was continued with the provision of a piece of fishball molding equipment to the Joint Business Group (KUB) Sumber Rejeki and Sumber Barokah in the hope that it would facilitate community economic turnover. With this series of activities, natural resource development, human resource development, and institutional development have been carried out. Abstract

Trenggalek Regency is an area located in the southern part of East Java Province. Due to its geographical position in the south and the lack of transportation facilities, Trenggalek Regency is a developing area with relatively slow progress. There are also still many underdeveloped villages. This research will discuss three underdeveloped or developing villages in Trenggalek. Tegaren village was once a village with IDT status (Inpres Desa Tertinggal), the consequence of which was often to get assistance from the government. Meanwhile, Winong Village is a village that is also included in a backward village. Tasikmadu village in Watulimo District is a prototype of a coastal village that is still classified as being left behind even though it is located in a tourist area. The research we have done is an implementation of the ABCD (Asset Based Community Development) model by Christopher Dureau that focuses on asset utilization. For the implementation of the ABCD method, this research uses a mixed method with interviews, observations, and questionnaires. This research will focus on community development and empowerment in underdeveloped villages of Trenggalek Regency by focusing on village assets. The problem that then arises is that both Tasikmadu, Winong, and Tegaren Villages are typical villages that do not yet have or have not maximized the village assets they have. A preliminary finding by the research team is that the empowerment of underdeveloped rural communities is strongly supported by a strong level of education and institutional leadership system.

One of the examples is the variety of potential that exists in Licin, where most of the communities are farmers. Seeing the potential of the village, the problems faced by the community, and how the society overcome the problems, it is necessary to empower and develop the community in the context of what efforts should be done based on the potential that exists in the village. Whereas the target of this thematic community service program is to utilize and optimize the potential in their village, to make good use of it, which in turn can increase income and family welfare. The results will be achieved after mapping the potentials and problems of the community based on the existing potential.
