Abstract

This paper aims to analyze the issue of Indonesia's migrant domestic workers within the framework of ASEAN Community beyond 2015. With the government's plan to stop the sending of Indonesia's migrant domestic worker abroad in 2017, one of possible direct effects would be the rise of unemployment rate. On other hand, one of the consequences of the integrated ASEAN Economic Community is the free movement of people, commodities and services between ASEAN member countries. Higher level of people's flow will increase connectivity as well competition. Using a qualitative approach of method, this paper elaborates the discourse of the Indonesia's migrant domestic workers, using the societal and economic security perspective as analytical framework.

Abstract

Fenomena globalisasi meningkatkan kebutuhan negara untuk saling bekerjasama dengan negara lainnya.Salah satu fenomena yang terjadi dalam kasus ini adalah kerjasama antara Indonesia dengan Uni Eropa dibidang pembangunan. Perkembangan hubungan kedua aktor dapat menjadi contoh suatu bentuk kerjasamayang sukses dilakukan antar aktor lintas kawasan. Analisis mengenai kerjasama dalam tulisan ini akan dibahasdengan pendekatan teori liberalisme. Keduanya saling bekerjasama dikarenakan oleh adanya kepentingandan keuntungan. Namun, kerjasama dalam hubungan internasional harus lebih adil sehingga tidak terjadiketimpangan dalam pembangunan internasional.Kata Kunci: kerjasama, liberalisme, Indonesia, Uni Eropa

Abstract

This reasearch article aims to know and describe the effort of Posyandu revitalization as one of Indonesian way to increase soft power in conducting global health diplomacy. Using Qualitative Methods, also global health, Posyandu, public-private partnership, and soft power concepts, research find that Indonesia has done a lot of health diplomacy in the international arena. The improvement of the Posyandu model with the private sector can be one of Indonesia's softt power in conducting diplomacy in the global health sector.

Abstract

This research is attempted to answer the question of why John Howard used the Pacific Solution as Australian policy towards Asylum Seekers and Irregular Maritime Arrivals (IMAS). By using the descriptive method with a qualitative approach, the researchers took a specific interest in decision-making theory and sovereignty concept to analyze the phenomena. The policy governing the authority of the Australian Government in the face of the Asylum Seeker by applying multiple strategies to suppress and deter IMAs. The results of this research indicate that John Howard used Pacific Solution with emphasis on three important aspects. First, eliminating migration zone in Australia. Second, building cooperation with third countries in the South Pacific, namely Nauru and Papua New Guinea in shaping the center of IMAs defense. On the other hand, Howard also made some amendments to the Migration Act by reducing the rights of refugees. Immigrants who are seen as a factor of progress and development of the State Australia turned into a new dimension that threatens economic development, security, and socio-cultural.

Abstract

Singapore has undertaken coastal reclamation activities since 1976 in the southwest of Singapore's main island bordering the Nipa Island, Riau Archipelago, Indonesia. In reclamation, Singapore took sand from Nipa Island Indonesia bounded by the sea with Singapore. This reclamation will have an impact on several things that is the maritime boundaries and the territorial sovereignty of both countries. This article is attempted to describe how the impact of Singapore coastal reclamation against the maritime boundary and territorial sovereignty of Indonesia-Singapore. The author is using the concept of State Sovereigntynd the International Maritime Law in UNCLOS 1982. Furthermore, this paper is using the descriptive method with the qualitative approach. The data collection technique is literature study consisting of books, journals, and including data from the reliable website in supporting the explanation of this paper. Based on the provisions of UNCLOS 1982, it can be concluded that Singapore's coastal reclamation has no effect on the maritime boundary between Indonesia and Singapore, where maritime boundaries remain at baseline before Singapore reclamates. However, Singapore's coastal reclamation could threaten Indonesia's territorial sovereignty as the mainland of Singapore approaching Nipa Island Indonesia can assume that Singapore wants to take control of Nipa Island, especially the Nipa Island region is strategically located because of its near to the Singapore Strait which is an international shipping line. Abstrak   Singapura telah melakukan kegiatan reklamasi pantai sejak 1976 di barat daya pulau utama Singapura yang berbatasan dengan Pulau Nipa, Kepulauan Riau, Indonesia. Dalam reklamasi, Singapura mengambil pasir dari Pulau Nipa Indonesia yang dibatasi langsung oleh laut dengan Singapura. Reklamasi ini akan berdampak pada beberapa hal, yaitu batas maritim dan kedaulatan teritorial kedua negara. Tulisan ini memaparkan bagaimana dampak reklamasi pantai Singapura terhadap batas maritim dan kedaulatan teritorial Indonesia-Singapura. Dalam tulisan ini, penulis menggunakan konsep Kedaulatan Negara dan Hukum Laut Internasional UNCLOS 1982. Dengan menggunakan metode deskriptif dan pendekatan kualitatif, data yang disajikan dalam artikel ini bersumber dari studi pustaka, baik buku, jurnal, serta data dari website guna mendukung penjelasan akhir. Berdasarkan ketentuan UNCLOS 1982, dapat disimpulkan bahwa reklamasi pantai Singapura tidak berpengaruh pada batas maritim antara Indonesia dan Singapura, di mana batas-batas maritim tetap pada kesepakatan awal sebelum Singapura melakukan reklamasi. Namun, reklamasi pantai Singapura dapat mengancam kedaulatan teritorial Indonesia karena daratan Singapura yang mendekati Pulau Nipa Indonesia dapat diasumsikan bahwa Singapura ingin menguasai Pulau Nipa, terutama wilayah Pulau Nipa yang strategis karena letaknya yang dekat dengan Selat Singapura yang merupakan jalur pelayaran internasional.   Kata kunci:Batas Maritim; Kedaulatan Teritorial; Reklamasi Pantai

Abstract

This research is intended to examine the means of Indonesia in adressing the vulnerability of the societal security in the Indonesia-Malaysia border area at Sajingan Besar District, Sambas Regency. Transnational activities in the Indonesia-Malaysia border area, especially at Sajingan Besar District, Sambas Regency, had an impact on national security. The existence of Indonesian society was threatened because of the very intense transnational activities with the Malaysian people on the border area. State as an actor in international relations has the obligation to secure its territory and inhabitants. The method used in this research was qualitative research method with case study technique. Data were collected by conducting interviews and conducting secondary data tracking, either from books, journals, or internet sources. The study was conducted by analyzing the societal security and national security approach. The means of Indonesia in 2014-2016 to address the vulnerability in Sajingan Besar District area include several issues, such as mentioned “border area” in Nawacita, increasing presidential visits to the border area, development and improvement of infrastructure, and improvement of public policy. The means that had been done shows the increased attention and real action from the government of Indonesia towards their border area.

Abstract

This paper aimed to find factors of single candidate on Landak Election 2017. We did in-depth interview and collected document and news from various sources. Data analysis was conducted with qualitative method and content analysis based on political recruitment theory. We found three important factors causing single candidate in Landak Election 2017, which were regulation, candidate, and political communication factors. The election was successfully done, but contrary to the spirit of democracy with competition as the value.  Tulisan ini bertujuan mencari faktor-faktor munculnya calon tunggal dalam Pilkada Landak tahun 2017. Untuk menemukan jawaban, penulis melakukan wawancara secara mendalam dengan para informan dan mengumpulkan dokumen dan berita dari berbagai sumber media. Data-data dianalisis dengan menggunakan analisis kualitatif dan analisis isi (content analysis) dengan basis teori kompetisi dalam pemilihan demokratis dan teori rekrutmen politik. Tulisan ini menemukan tiga faktor penting yang menentukan munculnya calon tunggal dalam Pilkada Landak tahun 2017, yaitu faktor regulasi, figur calon, dan komunikasi politik. Pilkada Landak dengan calon tunggal memang berlangsung sukses, namun tidak sejalan dengan prasyarat demokrasi pemilihan yang menekankan pentingnya kompetisi.

Abstract

Tulisan ini bertujuan mengelaborasi upaya yang dilakukan oleh Pemerintah Indonesia era Joko Widodo untuk mencapai pemenuhan target Sustainable Development Goals di bidang pendidikan, khususnya di Kecamatan Sekayam. Kondisi pendidikan yang belum merata di Indonesia meskipun secara kuantitas pencapaian Millenium Development Goals sudah memenuhi target. Kecamatan Sekayam sebagai daerah yang masuk di kawasan perbatasan menjadi rentan karena terdapat godaan-godaan untuk terus menikmati pelayanan sosial dan ekonomi dari negara tetangga. Penelitian ini dilakukan dengan metode kualitatif yang menggunakan analisis konsep pembangunan dalam studi Hubungan Internasional dan human security. Temuan penelitian menunjukkan bahwa negara sudah berupaya hadir memenuhi kebutuhan masyarakat atas pendidikan. Diibuktikan dengan upaya pemerintah pusat dan daerah dalam meningkatkan kualitas pembangunan pendidikan. Tetapi, faktor kordinasi lintas instansi masih menjadi momok yang perlu ditanggulangi. Kebutuhan akan kualitas SDM yang baik melalui pendidikan akan sangat bermanfaat bagi kualitas pembangunan Indonesia menuju Agenda SDGs 2030.

Abstract

This paper seeks to explain the implementation of the ASEAN Consensus 2017 on the issue of migrant workers? protection. Entikong was chosen as a research object because of its position as Indonesia?s border gate that distributes migrant workers to Malaysia. The problem of migrant workers still an obstacle to ASEAN member states. The consensus brings a new hope towards a better protection on the issue of migrant workers. Nevertheless, Indonesia has been struggling with the cases of migrant workers. This paper employs the concept of multilevel governance and human security. We argue that at the national and local level, the implementation was quite good. There were some different understandings regarding the consensus. Local government or vertical institution in the region was not well informed about the document, but their acts on the issue of migrant workers were implementing the spirit of the consensus. On the international level, Indonesia also participated in conducting an action plan on the implementation of ASEAN Consensus and promoted other ASEAN members to create a legally binding instrument on the issue of migrant workers protection in Southeast Asia.
