Abstract

Sektor perikanan berperan strategis dalam pembangunan, karena berperan menyerap tenaga kerja, penghasil bahan pangan, bahan baku industri dan sumber devisa bagi negera. Hal ini akan tercapai jika sumber daya perikanan dikelola dengan baik sehingga menghasilkan produk yang bernilai tambah dan berdaya saing tinggi. Penelitian ini bertujuan untuk menganalisis pengembangan sektor perikanan menuju hilirisasi industri untuk mendukung pembangunan ekonomi wilayah di Serdang Bedagai. Penelitian dilakukan di Kecamatan Tanjung Beringin, Teluk Mengkudu dan Pantai Cermin dengan jumlah sampel 30 responden.  Penelitian  ini menggunakan data primer dan data sekunder yang dianalisis dengan Location Quotient (LQ), metode deskriptif dan analisis SWOT. Berdasarkan hasil penelitian disimpulkan; a)  Kecamatan Bandar Khalifah, Teluk Mengkudu, Pantai Cermin dan Kecamatan Tanjung Beringin merupakan wilayah pengembangan sektor perikanan dan hilirisasi industri dalam rangka pengembangan ekonomi wilayah, b) Teknologi budidaya dan penangkapan ikan, dukungan sarana dan prasarana serta modal usaha merupakan kendala utama pengembangan sektor perikanan menuju proses hilirisasi industri, c) Potensi sumber daya perikanan, kebijakan pemerintah merupakan faktor pendukung pengembangan sektor perikanan dan hilirisisasi industri, d) Strategi industrialisasi sektor perikanan dapat dilakukan dengan cara; i) meningkatkan populasi UMKM, ii) peningkatan nilai tambah, iii) insentif fiskal bagi UMKM, iv) meningkatkan daya saing produk dan penguatan rantai pasok, v) pembangunan infrastruktur. Berdasarkan kesimpulan disarankan agar pemerintah; a)  memberikan pelatihan/ penyuluhan kepada nelayan tentang peningkatan nilai tambah hasil perikanan, b)  melakukan diseminasi teknologi budidaya dan penangkapan ikan, serta menyediakan sarana dan prasarana serta bantuan modal usaha bagi nelayan, c) memberikan penyuluhan dan sosialisasi bagi nelayan tentang pemanfaatan sumber daya perikanan  berkelanjutan, d) mempermudah akses permodalan dan pasar produk hasil perikanan serta membantu  meningkatkan daya saing dan penguatan rantai pasok sektor perikanan. The fisheries sector plays a strategic role in development, because it has the role of absorbing labor, producing food, industrial raw materials and sources of foreign exchange for the country. This will be achieved if the fisheries resources are well managed so as to produce products that produce added value and are competitive. This study aims analyzed the development of the fisheries sector towards the downstream industry to support the economic development of the region in Serdang Bedagai. The study was conducted in Tanjung Beringin Sub-district, Teluk Mengkudu and Pantai Cermin with a sample of 30 respondents. This study uses primary data and secondary data analyzed by Location Quotient (LQ), descriptive methods and SWOT analysis. Based on the results of the study concluded; a) Bandar Khalifah Sub-district, Teluk Mengkudu, Pantai Cermin and Tanjung Beringin Sub-district are the right areas for the development of the fisheries sector and downstream industries in the context of regional economic development, b) Technology for fishing and fishing, supporting facilities and infrastructure and capital business is the main obstacle to the development of the fisheries sector towards the downstream process of the industry, c) the potential of fisheries resources, government policy is a supporting factor for the development of the fisheries sector and the industrialization of the industry, d) the strategy of industrialization of the fisheries sector;  i) increasing the micro small and medium enterprisess population, ii) increasing added value, iii) providing fiscal incentives for micro small and medium enterprisess, iv) increasing competitiveness and strengthening the supply chain, v) infrastructure development.

Abstract

North Sumatra is one of the provinces in Indonesia with high levels of economic openness. On average, since 2000, the contribution of export value to the Regional GDP reached 40 % and import value of 28%. Using Granger causality method, the study aims to investigate causal relations between international trade and North Sumatra’s local economy especially the impact of exports and imports on Regional GDP, Regional GDP per capita, employment and poverty reduction. The empirical results of present study discovered that (i) the exports and imports respectively have positive and significant impact on regional GDP, regional GDP per capita, employment and poverty reduction, (ii) there is a bi-directional causality between imports and regional GDP, where GDP growth rate would boost imports over-proportionally, (iii) both exports and imports are dominated by intermediate goods as the raw materials for further processing industry, (iv) export structure which is dominated by the agricultural-based intermediate good is proverty-reduction through factor market in the upstream sector making the rural peoples benefited from the exports.

Abstract

Objectives of the study are: (1) to estimate the influence of input value and labor expenditure on the output of micro and small industries in Indonesia, (2) to analyze the form of translog production function that is compatible with micro and small industries in Indonesia. The analytical method used is descriptive method and analysis of translog production functions with scenarios: linear translog function, complete second-order or quadratic linear translog function, and linear translog function with interaction. Results showed that (1) the function of linear translog production with interaction was more suitable used to estimate the production output of micro and small industries in Indonesia, (2) input value and labor expenditure had a positive and significant effect on output values, (3) micro-industry enterprises more emphasis on the allocation of larger workforce, while small-scale industry emphasizes greater allocation of input value, (4) the allocation of input value and labor expenditure are more efficient in micro-industries compared to small-scale industries.

Abstract

This study investigated the relationship between exports, foreign direct investment (FDI), financial development and economic growth in North Sumatra, Indonesia. Using autoregressive distributed lag (ARDL) bound test to cointegration, this study confirms the pattern of relationships between economic growth, exports, FDI and financial sector development as follows: (i) FDI does not contribute to the economy of North Sumatra because it does not affect economic growth, exports, and financial development and vice versa, (ii) the causality relationship between economic growth and exports is one way in the pattern of a growth-led export hypothesis (GLEH), and (iii) the causality relationship between financial development and economic growth follows the finance-led growth /supply-leading hypothesis. These findings suggest that the local governments should pay more attention to financial development's crucial role by facilitating the financial sector to expand the banking network and support rural credit banks.

Abstract

Meningkatkan produksi beras sebagai bahan pangan utama di Indonesia merupakan tantangan ketahanan pangan. Ketersediaan produksi dapat ditempuh tanpa harus meningkatkan penggunaan sumberdaya alam melalui peningkatan produktivitas lahan, mengingat masih besarnya kesenjangan antara produksi yang dihasilkan petani dan potensi yang dapat dicapai. Kegiatan pengabdian pada masyarakat ini bertujuan untuk meningkatkan produksi padi di Kecamatan Namorambe, Kabupaten Deli Serdang, Sumatera Utara, melalui penyuluhan dan pelatihan yang bersifat partisipatip dengan implementasi langsung pada areal usahatani petani peserta (demonstrasi plot), meliputi: (i) pemupukan tepat (jenis, jumlah dan waktu aplikasi), (ii) teknik sederhana seleksi benih, (iii) teknik sederhana pengolahan jerami (limbah produksi padi) menjadi pupuk organik yang diaplikasikan dalam budidaya padi, dan (iv) teknik penanaman padi metode SRI (system of rice intensification) dengan dua bibit per lubang tanam dengan umur bibit lebih pendek. Hasil yang diperoleh: (i) produksi padi meningkat dari sekitar 5,4 ton menjadi 8,75 ton/ha (peningkatan 62 %), (ii) penggunaan bibit berkurang dari 40-50 kg menjadi 10 kg/ha (turun 75 – 80 %), biaya pengolahan tanah dan penggunaan pupuk (Urea, SP-36 dan KCl) berkurang 50 %, dan (iii) petani mampu mengolah limbah panen padi (jerami) menjadi pupuk organik yang penggunaannya akan meningkatkan kualitas tanah. Kegiatan ini diharapkan dapat dikembangkan dari tingkat demplot menjangkau kelompok masyarakat yang lebih luas sehingga teknik budidaya ini semakin cepat diadopsi oleh petani padi di Sumatera Utara. The availability of production can be pursued without having to increase the use of natural resources through increasing productivity, given the large gap between the production produced by farmers and the potential that can be achieved. This community service activity (sci-tech for the community) aims to increase rice production in Namorambe District, Deli Serdang Regency, North Sumatra, through participatory extension education and training with direct implementation in participating farmer’s farm (demonstration plots), including: (i) proper fertilization (type, quantity and time of application), (ii) simple seed selection techniques, (iii) simple composing techniques of paddy straw into organic fertilizers applied in rice cultivation, and (iv) rice planting method SRI (system of rice intensification) with two seeds per planting hole an earlier replanting. Results obtained: (i) rice production increased from about 5.4 tonnes to 8.75 tonnes / ha (an increase of 62%), (ii) the use of seeds was reduced from 40-50 kg to 10 kg / ha (decreased by 75 - 80 %), reducing of land processing costs as well as fertilizer application up to 50 %, and (iii) farmers are able to process rice harvest waste (paddy straw) to become organic fertilizer, which will improve soil quality. It is hoped that this method can be replicated to reach a wider group of farmers at the farm level.
