Abstract

The implementation of the economic pillars of the ASEAN Community through an ASEAN Economic Community (AEC), effected on the incoming and outgoing labor freely in the field of tourism between ASEAN countries. To prepare for the enactment of the AEC, the regions throughout Indonesia must, of course, be administratively structural and infrastructure must be prepared in accordance with the agreed of Mutual Recognition Arrangement (MRA) provisions. Through regional autonomy, local governments have the power to raise the quality of local human resources so they can compete with other ASEAN member countries, such as creating new regulations (local regulations) related to the AEC. The study aims to determine the readiness of the Government of South Sulawesi in anticipation of the 2015 ASEAN Economic Community (AEC) and identify factors driving and inhibiting in the face of the ASEAN Economic Community in 2015 in the field of tourism labor force. The method used is descriptive qualitative, pursued through the depiction of the issues examined in the validity of the data of informants who provide information. The data is processed and analyzed by qualitative analysis. The results showed the readiness of South Sulawesi tourism workforce in the face of a shortage in quantity MEA has certified workers, certification bodies, and the number of assessors. Qualitatively, the role of the South Sulawesi government has anticipated the implementation of MEAs through Perda No. 1 of 2011 which have an impact on improving the quality of tourism. Opportunities in the face of relatively large MEA boosted tourism labor supply large institutional competency based education and training according to the standard of work agreed upon during the Mutual Recognition Arrangement (MRA) in MEA. It Challenges from the lack of attention to the regional work units (SKPD) in the process of socialization and the acceleration of professional certification.

Abstract

Based on Donald Trump's statement "You Say Asia Pacific, I Say" Indo Pacific" became a hint for the changing geopolitics of the world which marks a fundamental change to global politics. The discourse of Indo-Pacific demands a fundamental shift in how to understand the dynamics of international politics, formerly known as Asia-Pacific. The emphasis on hegemonic practices, strategic competition, to geopolitical transformation of the region is the main scope that is then created from the projection of the US grand strategy. The Indo-Pacific is essentially an expansion of geographical coverage by involving India as a symbol of the dominant force in the Indian Ocean into a progressive US move to present structural obstacles to the dominance of Chinese military power.

Abstract

This paper aims to discuss Malaysian foreign policy in influencing the movement of separatism in Southern Thailand by the ethnic Malay alliance. The dynamics of separatism in Southern Thailand is the result of a process of conflict between religious groups and the harmonious relations between the majority and minorities. In this conflict, Malaysia is a facilitator, seen from various visits and efforts taken by Malaysia to create peace in the region of Thailand. This paper will focus on several matters related to how rational actors influence the movement of separatist movements in Southern Thailand and how the prospects for peace and consolidation after a meeting between the Thai government and consultants representing the alliance of separatism. The method of this paper uses descriptive methods with a qualitative approach in analyzing the phenomema. The technique of collecting data is done through various literature, journals, articles, and reading materials that are related to the issues to be discussed. This paper will be focused on two political angles, namely; (1) Direction of Najib Razak's foreign policy in 2013 (2) Direction of foreign policy for Najib Razak in 2016. The result of the discussion of this paper is through the government of Najib Razak, Malaysia consolidates Thailand with steps to resolve conflict namely peacemaking (reconciliation) and peacebuilding (social reconstruction).

Abstract

This article will discuss the impact of China's debt diplomacy in Sri Lanka through the Belt Road Initiative (BRI) which has an impact on China's control of the Hambantota Port for 99 years. The Belt and Road Initiative with the promotion of infrastructure investment is an example of the use of Chinese soft power diplomacy on a global level. In the Hambantota Port development project, Sri Lanka relied on development funding from China and subsequently defaulted. At first the Sri Lankan Government under the leadership of Mahinda Rajapaksa opened the investment door for China. From 2010 to 2015, China provided a $ 4.8 billion loan to build various infrastructure projects including the Hambantota Port, new airports, power plants and highways. Sri Lanka was then caught up in debt diplomacy carried out by China. Then, this article also discusses the response and efforts of the Sri Lankan government to renegotiate the ownership of Chinese shares in the Hambantota Port project. The Sri Lankan government is working hard to get out of the debt diplomacy trap. This article also then discusses the strategic economic and political impacts of controlling the Hambantota Port by China. This article uses books, research reports, theses, journals, newspapers, and online news as reference material.

Abstract

This study aims to formulate the steps and strategies that must be done to deal with the growing terrorism problem in the early 21st century. This research will analyze the underlying causes and reasons for the emergence of terrorism which then becomes a serious challenge for the international community, especially Indonesia. As for the background of this research is the development of terrorism is increasingly rapid and fertile that threatens the stability and integrity of a country. Why is terrorism growing more fertile? Is there anything wrong with the efforts and strategies that have been used so far? And, should new approaches and ways to be used to counter terrorism? These questions form the basis for the author to explore more deeply about the dynamics of terrorism with examples of countries such as Indonesia. The narrow mindset of individuals and groups, as well as the lack of critical thinking about the information or development of life seen, and the failure of love, have led them to a radical understanding that encourages terrorists. Thus, in this study, transcendence can be a fundamental way to change the root causes of individuals or groups in becoming radical. The transcendence must be followed by comprehensive approaches from the government, society, as well as changes in social circumstances, particularly economy and education

Abstract

Disaster Diplomacy ?How disaster affect peace and conflict? merupakan sebuah buku yang ditulis oleh Ilan Kelman yang dipublikasikan pertama kali pada tahun 2012. Buku ini memiliki judul yang menarik dengan memberi gambaran sekilas tentang hubungan antara diplomasi dan bencana yang marak terjadi diberbagai penjuru dunia. Buku Disaster Diplomacy memiliki 174 halaman yang terdiri dari 12 bab dalam pembahasannya. Melihat sekilas tentang penulis buku, Ian Kelman adalah Senior Research Fellow di Pusat Internasional Iklim dan Lingkungan Penelitian-Oslo (Cicero). Minat penelitiannya mencakup kelemahan, resiko, pulau-pulau, dan bencana serta mengembangkan solusi praktis untuk permasalahan-permasalahan yang muncul di daerah-daerah tersebut. Dilihat dari tujuan judul buku, Disaster Diplomacy merupakan studi tentang bagaimana dan mengapa bencana menciptakan atau tidak menciptakan perdamaian atau konflik baik sebelum dan sesudah bencana. Dalam hal melihat apa yang terjadi sebelumnya, Disaster Diplomacy  melihat pencegahan, mitigasi, dan mengurangi kerugian, kemudian mencoba untuk berurusan dengan hal-hal yang berada di tempat sebelum kejadian terjadi. Sebaliknya, dalam hal melihat apa yang terjadi setelah itu, hal ini lebih berfokus untuk melihat tanggap darurat, pemulihan dan rekonstruksi. Disaster Diplomacy lebih memandang keadaan di mana perdamaian dan konflik yang terkena dampak bencana. Kemudian bagian lain dari Disaster Diplomacy adalah bahwa jika hasil yang didapat tidak memuaskan, maka kemudian dilihat bagaimana hal tersebut akan mungkin untuk mengubah situasi.

Abstract

Public diplomacy is one way to enhance inter-state cooperation through non-state actors. Among them is gastro diplomacy which is part of public diplomacy to realize the ideals of the two countries. Gastro diplomacy is food diplomacy to enhance Indonesia's brand awareness. The Indonesian Culinary Festival held in New York by the Embassy of the Republic of Indonesia is a tangible proof of a major activity to increase the country's cultural-tourism consumers, the Indonesian Diaspora coffers in the United States are actors who play an active role in this festival. Indonesian traditional food is part of an increase in Indonesia's tourism economy in the hope of increasing international interaction and cooperation. This paper will analyze the concepts, practices, and cons regarding gastro diplomacy. Starting from nation branding, this paper is expected to provide an overview of the concept of gastro diplomacy.

Abstract

This research is focused on Indonesia-US diplomatic relations in politics and defense. The relationships are very volatile both in terms of closeness and depth of defense cooperation between the two countries. Bilateral defense cooperation is aimed at improving military relations between the two countries and building professionalism of the TNI - in addition to achieving the Indonesian defense goals such as maintaining the sovereignty and integrity of the country. Indonesia has interest in maintaining defense cooperation with the US due to the fact that the majority of Indonesia?s major defense equipment is from the US and other western countries. By taking the perspective of the Susilo B. Yudhoyono administration (2004-2014), defense diplomacy is closely related to the Minimum Essential Force (MEF) program. The MEF program has initiated the Indonesian government to cooperate with the US in the context of maintenance and procurement of weapons that have been embargoed since 1999. This research also finds that among various defense cooperation activities between Indonesia and the US, the major one is actually in the field of education and training, e.g., short courses, staff and command education, seminars, post graduate programs and others. Meanwhile, the other defense cooperation activity, namely defense industry, is still very minor until today. The method of research is qualitative using descriptive analytical collected from the interview of practitioners and from secondary sources such  book, paper, and open sources

Abstract

In general, China, India and Indonesia (Chinindo) have great potential to lead economic growth in Asia and the world. It can be seen from high production growth rate of China and India and high production rate of input goods and energy sources from Indonesia. Moreover, the population of these three countries is very great and is able to make the three countries to maintain economic activities with the support of domestic demand. In other words, it reduces vulnerability to the shock of the world economy. The three countries also have ability to supply goods with relatively low prices and a factor that supports it is low costs of manpower. The research tries to explain how the potential of the three countries to be the moving motor of the world economy and to study the cooperation dynamics in the three countreis and their influence to economic stability in each region.

Abstract

Liberalism in international trading opens the opportunity for any country to sell their products to the whole world. One of the activities that cannot be separated from international trading is Foreign Direct Investment (FDI). Nigeria is one of many countries which really welcome the concept of FDI. There are Indonesian corporations that have been investing in Nigeria, one of them is PT. Indofood Sukses Makmur. With the Toleram Group from Singapore, the company has built a new corporation together, called De United Foods Industries Ltd (DUFIL). FDI concept and Product Life Cycle (PLC) theory are used in this research, along with the qualitative method and descriptive technique of data analysis. The result shows that PT. Indofood Sukses Makmur (De United Foods Industries Ltd) is a company with horizontal FDI model. The company classified in greenfield FDI category, which developed with merger. According to PLC theory, instant noodle from PT. Indofood Sukses Makmur which has been produced by De United Foods Industries Ltd in Nigeria is currently in the mature step.
