Abstract

The research aims to elaborate on the various froms of regionalization and the regional cooperation institutions in Central Java. The focus of this reseach, cooperation between neightboring regions (subsequently addressed as regional cooperation), is one of the numerous forms of inter-regional cooperation. Other forms include cooperation between non-neighboring regions, multilateral regional cooperation and so forth. This reseach was able to map the existence of various regionalization and regional cooperation institutions. There are eight (8) regions initiated by the province, which werw know asa Priority Territory (Based on Provincial Regulation number 21 of te year 2003, About aewa Zoning). Constructing the future model of institution, the objectives of the cooperation to be involved and be oriented towards a comprehencive program, scope of the cooperation should be wide - ranging, i,e include economic and non economic cooperation (public service). Format of the institution should be developed gradually from sectoral accepted principles and funds should be shared wqually and fairly among all participating members.

Abstract

The number of tourists visiting Semarang City is increasing significantly year by year. However, this increase is not accompanied by an improvement in the quantity and the quality of tourist destinations in Semarang. Banjir Kanal Barat area is one of the potential tourist destinations in Semarang, but so far the existing facilities in this area are very limited. In addition, there is no any tourism activities which can be done even. Moreover, this area tends to be very unattractive. This study aims to analyze the development strategy of Banjir Kanal Barat (BKB/western canal) as an interesting tourism destination by analyzing internal and external factors. The data were analyzed descriptively qualitative to determine BKB's development strategy through SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats). The results of this study formulated 10 (ten) alternative strategies for the development of Banjir Kanal Barat as a tourism destination area. The three best alternative choices are: (1) creating tourist facilities which can be enjoyed by the community, (2) developing special water attractions, (3) inviting investors and cooperating with various parties.

Abstract

The press is often referred to as the fourth pillar of democracy after the executive, legislative, and judicial branches. Press in Indonesia have ups and downs in the roles and functions in respect of some period or era he went through. Prior research found that Era before the Reformation Er , the press in Indonesia fettered by laws and regulation, such as press license , which is a threat to the existence of a publishing company, which at times can be banned publishing business; idealism press shackled to the interests of the state; professional organizations only PWI , as well as the position of the press against the state is weak , the press is acting as agent only government propaganda. Meanwhile, after the Reformation Er , the press in Indonesia experienced its heyday because of laws and regulations in favor of the press; idealism of the free press, as well as professional organizations whose number is infinite, and the position of the state is Strong press , because the press can be a producer for the decision - political decisions. Thus in the Era Before the Reformation , the role and function of the press is limited, fettered, and threatened. After the Reformation Era while the role and function of the press can be realized significantly due to a very large gain freedom.

Abstract

Globalization on national context has insisted the central government to work together and share duties and rights with the local government in order to achieve the national interest.  In Indonesia, UU 32/2004 about local government provide the chance for them to become more active in foreign policy, such as doing the cooperation in sister province/sister city program.The Central Java Province had done many sister province/sister city program with some partners aboard, such as Fujian province (China), Chungchoeng buk-do province (South Korea) and the Queensland province (Australia).  The cooperation cover many sectors such as agriculture, city and village development, transportation and tourism, industry, trade and infestation, education, science and technology, and other sectors that will be confer in advance.From all of the cooperation that have been done between Central Java Province and Queensland, the author, is interested to have research on farming, because central government has had many cows imported from Australia.  This research is become important because central java province is one of the major of national fresh meat distributors.This research is using a qualitative method, with descriptive type of research.  This research has three research questions: How effective is the Sister Province program in Central Java with the Queensland in farm sector? What is the obstacle that holds the Sister Province program in Central Java with the Queensland in farm sector? How is the prospect of Sister Province program in Central Java with the Queensland in farm sector?This result of this research is to prove that the implementation of Sister Province program in Central Java with the Queensland in farm sectors is not effective.  Some of the implementation variables of this program have not been fulfilled.Communication, financial resources and bureaucracy structure are some of the variables that have weakness on this program.  Act of Internal Affairs  (Permendagri) Number. 03/2008, about equality in administration status, equivalent characteristics and problems has not been notice.  The absence of a good authority in animal husbandry department and in the province of Central Java for the procurement of imported cows had influence this issues. The authority lies in the central government through the Ministry of Agricultural.

Abstract

This paper examines technology-based governance (E-Government) and the impact of an information technology-based financial management system (hereinafter referred to as Siskeudes) in the village. Village Law No. 6 of 2014 has opened space for financial autonomy as well as encouraging technology-based financial management models (Siskeudes) in the village. The purpose of this study was to examine the impact of Siskeudes in Panaikang Village, Gowa Regency, South Sulawesi Province using qualitative research method. Data collection techniques were carried out through direct observation and interviews with village officials such as the village treasurer, the Siskeudes operator, and a village staff member. Furthermore, the results of the study were reduced, then described by linking several secondary data and field notes. The data obtained was finally presented as a result of the study. The results found that the Siskeudes triggered a disparity between technological developments and the availability of human resources in the village. The disparity referred to here is the unequal social gap. On the one hand, the development of E-Government in the village, especially the village governance went rapidly; while on the other hand, the capability and skills of human resources are still lagging.

Abstract

In addition to physical destruction, societies emerging from conflict faced an erosion of social capital, understood as the basis for joint community actions and the social cohesion that needs to underpin a country-owned development effort. Based on an increasing focus on participatory and community-based approaches, there will be a need to better understand the linkages and potential between conflict and community-driven development. There was need to rebuild communities and their social capital from the bottom which acknowledges that local communities possess the core skills, incentives and organizational capacity to decide on and imple-ment a large number of development projects.

Abstract

The use of internet communication technology can make the world as if in one hand makes electronicbusiness with the concept of Online Shopping at its peak in recent years along with the development ofcommunication technologies over theInternet.How to shop online by using the internet through computers andmobile devices is increasingly popular smartphone can even be said to have become a trend today.Variousconvenience of shopping be the main thing to offer, with enough gadgets available in the home, anyone canalready shop.This study wants to describe the interpretation of the meaning of Online Shopping as lifestyle andobserve several aspects into consideration.Using the media theory of Neil Postman (1992) inStraubhaar et.all(2012: 50) that emphasizes the social system in promoting the culture of technology and dominating also JacquesEllul (1990) which argues that technological developments lead to social dominance and reinforced with thetheory of consumer behavior. Using Interpretive paradigm and descriptive qualitative study,this research found:(1) the perpetrators of online shopping informants know enough about understanding online shop, their educationabove the high school and already has information about online shopping (2) Online shopping for them is not aslifestyle needs in shopping (3) Sources of information based on the experience of friends and environment (4) theage and tastes play a role in making purchasing decisions (5) Encouraged perform online activities from previousoffender (6) the learning process when starting an online shopping activity in addition to the experience of friends,komentardarida wall (7) online shopping is the fulfillment of which provide convenience, practicality, conveniencealready enjoyed today. The study recommends that Internet presence is intended to have all the information neededin people's lives can be accessed quickly, easily and inexpensively. The decision is a personal choice, but thechoice that brings benefits to individuals and society is certainly a wise decision.

Abstract

The research mainly argues that there are communication and socialization problems in the goverment’s programs in decreasing the rate of poverty in Indonesia. Using communication network analysis, this research indicate that the communication network’s pattern’s of three poverty related programs (BLT, Raskin, and Askeskin) are centralized in nature. The centralized pattern means a lact of dyadic communications which relates to the low communication gratification for the networks members. The society disappointment and distrust to the programs is also caused by the low quality of data collection about poor households and lack of honest communication of the officers who are involved to the programs.

Abstract

This research aims to know the marketing strategy of a political candidate from the independent online election Districts are simultaneously carried out in 2017. This research took South Buton regency location in Southeast Sulawesi Province and made of candidate La Ode Agus Mbaeda and La Ode Agus (AA) as a subject in the study because it comes from an independent or non-line political party. In identifying a political marketing strategy undertaken by the prospective spouses AA, researchers used a model of political marketing from Smith and Hirst, who use the three phases namely: segmentation, targeting, and positioning politics. The research approach applied in the research is descriptive qualitative approach. Through this approach, the problem can be a breakfast buffet clearly and details of segmentation, targeting, and Positioning Politics that will have an impact on the determination of strategies and tactics to win team consolidation. The results of this study found that the process of segmentation has been done by the team to win even though the process is not done thorough and complete. The team winning only focuses on one segment of the course, i.e. ethnic culture/social segments with the neglect of other segments which should be entered in part a process of segmentation. On the targeting of the winner, the team approach as a strategy of ethnic-based which is considered able to obtain support vote by utilizing custom personalities as the main target. It is a phenomenon in rural communities that the community would be so listen to what was said by the indigenous character. Primordialism approach in the context of rural communities in Indonesia can still be used as a decoy to get support. On the final stage, due to segmentation and targeting only focuses on one segment alone IE social culture/ethnicity, then the team winning more political positioning accentuates regional son issues because it is believed to be still strongly influences the perception community voters.

Abstract

This research is aimed at examining the effects of the form of family planning institutions on the ways family planning frontliner (PLKB) in Central Java manage their campaign programs. The research findings indicate that the form of family planning institutions, the number of tasks, and incentives given to PLKB, influence the performance of PLKB. another important factor which is significant to the frontliner’s performances is not the form of the institutions, but the way the campaign is managed in each of family planning institution.
