Abstract

Institutional research and policy analysis of water quality monitoring of the Ciliwung River has been conducted since the year 2015. This activity is the result of cooperation between the Ministry of Environment and Forestry of Indonesia and the Agency for Assessment and Application of Technology. Due to the complexity of the Ciliwung River flows and water quality problem that passed the administrative authority of DKI Jakarta, the methodology of this study was emphasized in depth interviews to stakeholders in the management of the Ciliwung River. The plan to install some online system of river water quality monitoring is expected to run well and in accordance with existing laws and regulations. In addition, the readiness of the operationalization of this monitoring system to run well. Institutional strengthening forms and open method of coordination can be adopted to reduce communication and coordination barriers that are rigid and Weberian. From this study it is concluded that Jakarta Environmental Management Agency is the strongest candidate as one of the managers of online monitoring system of Ciliwung river water quality. Institutionally public intervention on river management in general can suppress water quality pollution which can threat n the health of people living around Jakarta area. Online Mortitoring system can be utilized by preparing a reliable institutional arrangements

Abstract

Penelitian ini menggambarkan hasil penelitian mengenai Kinerja Pelaksana Program Keluarga Harapan Kecamatan di Kecamatan Ujungberung Kota Bandung. Penelitian ini dilatarbelakangi oleh belum adanya peningkatan kinerja yang dihasilkan oleh Pelaksana Program Keluarga Harapan Kecamatan di Kecamatan Ujungberung dari tahun 2014-2016. Tujuan penelitian ini adalah untuk mengetahui faktor-faktor yang mempengaruhi kinerja Pelaksana PKH Kecamatan di Kecamatan Ujungberung Kota Bandung. Penelitian ini menggunakan teori dari Guest mengenai faktor-faktor yang mempengaruhi kinerja individu dalam sebuah organisasi. Adapun dimensi-dimensinya adalah quality (kualitas), commitment (komitment), dan flexibility (fleksibilitas). Adapun metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif pendekatan deskriptif. Teknik pengumpulan data yang dilakukan yaitu melalui studi kepustakaan dan studi lapangan (observasi, wawancara, dan observasi non partisipan). Sedangkan untuk teknik pengumpulan sampel menggunakan teknik purposeful sampling. Berdasarkan hasil penelitian dapat ditemukan bahwa belum adanya peningkatan kinerja Pelaksana Program Keluarga Harapan Kecamatan di Kecamatan Ujungberung karena (1) walaupun sudah dilakukan bimbingan teknis dan bimbingan pemantapan terhadap Pelaksana PKH Kecamatan, tapi pelaksana PKH Kecamatan Ujungberung belum melaksanakan tugasnya sesuai dengan tupoksi; (2) masih ada pelaksana PKH Kecamatan Ujungberung yang menyalahi kode etik dari pelaksana PKH Kecamatan; (3) komunikasi yang terbangun antara pelaksana PKH Kecamatan Ujungberung dengan ketua kelompok peserta PKH belum sepenuhnya baik. Dan berdasarkan Teori Guest, dapat disimpulkan bahwa faktor-faktor yang mempengaruhi kinerja Pelaksana PKH Kecamatan Ujungberung adalah faktor komitmen dan fleksibilitas dalam melaksanakan tupoksi di lapangan.

Abstract

Pada tahun 2018 ini ada sebanyak 171 Daerah yang mengadakan pemilihan kepala daerah secara langsung. Ada 17 provinsi; 115 kabupaten dan 39 kota yang menyelenggarakan pesta demokrasi untuk memilih pemimpin daerahnya. Para pemimpin baru inilah yang akan mengendalikan roda pemerintahan daerah selama lima tahun kedepan dan menghasilkan beragam kebijakan di berbagai sektor dalam upaya meningkatkan kesejahteraan masyarakat.

Abstract

The government of Bandung city had a responsibility to run administration, development of the government, and to provide excellent service for the community to create dignigfied, excellent, comfortable, and prosperous Bandung community. The success of the government in achieving performance targets was not balanced by the improvement of their employees’ performance. The aim of the study was to analyze the quality of work life, communication within the organization, work satisfaction and employees discipline within the government of Bandung, and the influence among these variables as well. The method of the study was explanatory survey. The population of this study was regional civil servants in Bandung city. Proportionate random sampling was used to 393 staff members of regional work units within the city of Bandung. The instrument was questionnaire, and data analysis used path analysis with the assist of a statistical package named SPSS 19.0. Based on the results of the study, it could be concluded that the employee performance will be built through quality of work life, effectiveness of organizational communication, job satisfaction, and work discipline. Recommendation are: Bandung City Government facilitates the development of employee skills, develops organizational communication more interactively, improves job satisfaction, improves work discipline, and optimizes the work time for each main task settlement

Abstract

This study aims to determine the picture of the relationship of differences in the level of satisfaction and the interests of trainees to the service in Batam of health training national. Population in this research is all training participant who use service. The sample in this research is saturated samples, where all the participants, with the number of respondents as many as 379 people. From the normality test results, obtained the result that all variables are no normal distribution, so the test used is Mann Whitney Test. The method of data collection is documentary search. The results of data processing are presented in the form of tables and graphs. From the satisfaction level obtained an average result of 5.38% stated not satisfied, with the worst service is on service to the complaint that is equal to 10% and best / highest in call center service   While the average interest rate of 0.08% of respondents stated that it is not important, with service is not important in marketing services, administration and toilet that is each of 0.3%, and service complaints of 0.2%.  The result of the research at 95% significance level obtained p value 0,00> 0,05 Thus it can be concluded that there is no difference of level of satisfaction and level of importance to service  in Batam of  health training national at 2016.

Abstract

The purpose of this study is to determine the effect of intergovernmental transfers fund and the regions autonomy in financing public welfare at local government (municipal and districts) in West Java. This research employs survey with verification approach, and documentation as data collection techniques. Financial data is taken from the report of the budget realization published by the Directorate General of Fiscal Balance (DJPK), the Ministry of Finance of the Republic of Indonesia. The the data of public welfare is taken from the report of human development index (HDI) published by the central agency statistics (BPS) in 2011-2014. The results show that increasing the amount of intergovernmental transfers fund and the level of the regions autonomy in finance have impacts in improving the HDI as a measurement of public welfare

Abstract

Sejak Tahun 2014, sistem penyelenggaraan diklat mulai menggunakan pola baru. Peraturan Kepala LAN Nomor 10, 11, 12, dan 13 tahun 2013 tentang Pedoman Penyelenggaraan Diklat Kepemimpinan Tingkat I, II, III, dan IV mengharapkan agar penyelenggaraan diklat lebih berkualitas, efisien, dan efektif serta mampu membentuk sosok pemimpin birokrasi yang memiliki kemampuan dalam menjalankan tugas dan fungsinya. Diklatpim dengan Pola baru diharapkan meluluskan alumni yang kompeten dan mampu menunjukkan kinerja dalam memimpin perubahan. Jika sebelumnya output diklat hanya menghasilkan kertas kerja, maka pada diklat ini peserta diminta mampu membuat suatu perubahan nyata. Penelitian ini mengkaji bagaimana peserta mengungkapkan pengalamannya mengenai urgensi proyek perubahan pada diklat kepemimpinan pola baru di PKP2A I LAN. Penelitian ini menggunakan fenomenologi sebagai metode dan teori, jenis penelitian kualitatif, teknik pengambilan sampel adalah purposive sampling, dengan memilih 11 orang alumni diklat kepemimpinan tahun 2014 sebagai peserta angkatan pertama kali mulai diberlakukannya diklat kepemimpinan pola baru. Subjek dipilih berdasarkan pengalamannya setelah mengikuti diklatpim di PKP2A I LAN dan bersedia mengungkapkan dan mengeksplorasi pengalamannya secara sadar, sehingga dapat menginformasikan pengalamannya tentang urgensi proyek perubahan yang dilaksanakannya pada Diklat Kepemimpinan dengan pola baru.

Abstract

Leadership development program is an integrated leadership quality development program towards individuals and organizations to achieve organizational goals.  This is important in response to the urgent need to prepare competent leaders in the face of global challenges and uncertainty conditions. Through appropriate leadership development programs, government/institutions are expected to achieve their goals effectively and efficiently. Currently there has been a paradigm shift in leadership development programs that more targeted to the human side by focusing on individuals rather than on their own management processes. This research is expected to answer questions related to the benefits, effectiveness, and development of Leadership Training program organized by the Ministry of Energy and Mineral Resources at this time. The approach of this research is literature review and qualitative descriptive by distributing questionnaires with respondents of alumni of Diklatpim Level IV at KESDM Year 2017. The results show that the Leadership Training which has been held essentially in accordance with the trend of leadership development that is considered most effective model at this time. The alumni of leadership training program have also benefited from the implementation of the training.
