Abstract

Abstract Prior to the enactment of Law Number 5 of 2014 that concerning regulate State Civil Apparatus, filling in positions was not conducted openly, but rather featured superior privileges. After the birth of Law Number 5 Year 2014, open promotion has become one of the levers of the success of bureaucratic reform, this system is expected to prevent the politicization of bureaucracy, practicing of collusion, corruption and nepotism. Through open promotion, it will create a good system in the career of civil servants. Even though until now, it is imperative to carry out new open promotions at high leadership positions. The purpose of this study is to examine and analyze how the implementation process of open selection Pratama High Leadership Position for civil servants in the framework of bureaucratic reform in the Human Resources and Human Resources Development Agency of Sumedang Regency, West Java Province. The analytical tool in this study uses the implementation concept of George Edward III in Supriatna (2010: 175-176), there are 4 (four) variables in implementing a public policy, namely: “Communication, resources, disposition, and bureaucratic structure”. These four factors influence the success/failure of policy implementation. The research method is used qualitative research with descriptive methods and collecting data through observation and interview. The results of the research show that the implementation process has run quite well from the aspects of communication, aspects of resources, disposition aspects, and aspects of the bureaucratic structure but need to be maintained and improved again for the open selection process of the Pratama High Leadership Position in the framework of bureaucratic reform in Human Resources And Human Resources Agency Sumedang Regency, West Java Province. Abstract

Abstract Human Resource Management Higher education emphasizes the intricate parts of the figure of a lecturer as an ordinary human and intellectual community group (educated) that can be elaborated in scientific and cultural studies (Arwildayanto, 2013). Based on the above problems the researcher took the title “Implementation of Human Resource Development Teachers at the Academy of Nursing Rumkit Tkt. III Teling Manado” so that future every lecturer can meet academic qualification standards in order to improve the quality of college. Through the preliminary observations that have been carried out in the Academy of Nursing Tkt. III Teling Manado that the existing problems are still lack of permanent lecturers, educational qualifications and lecturer status that has not been in accordance with the competency standards of the existing lecturers as many as nine people but who qualify only three people, others have not studied S-2. This research is designed using qualitative descriptive research method.Data collection techniques and procedures in this study besides observation, interviews and documentation, this study also used triangulation data collection techniques. The focus of this research is the Implementation of Human Resource Development lecturer At Nursing Academy Rumkit Tkt. III Teling Manado “. The findings obtained: 1. Development brings changes in behavior toward specialization, differentiation and professionalism of teaching staff in the field of teaching, personal, social and professional. 2.Upaya maintain consistency of professional ability of educator done both by educator and institute of college iu herself, so that result optimally to improvement of professionalism of educator can sustainable. Abstract

Abstrak Peningkatan kualitas sumber daya manusia dalam sistem birokrasi pemerintahan, adalah merupakan sebuah keniscayaan demi mendorong mutu pelayanan ke arah yang lebih baik. hadirnya kepemimpinan yang matang, berwawasan dan berpengalaman diharapkan juga mampu mendorong kesatuan birokrasi menuju kinerja yang diharapkan oleh pengguna aparatur. Oleh karena itu Badan Kepegawaian Daerah melalui Pendidikan dan Pelatihan Kepemimpinan mendorong pelaksanaan pembimbingan demi terciptanya sumber daya manusia yang handal. Metode yang digunakan ialah penelitian deskriptif dengan pendekatan kualitatif, dimana metode yang digunakan ialah interview secara terstruktur. Penelitian ini kemudian menggunakan pisau analisis teori peran Horoeputri, Arimbi, dan Santosa. Hasilnya, melalui pengkajian peran dari aspek kebijakan, strategi, komunikasi, dan penyelesaian sengketa, dapat di lihat bahwa nyatanya Diklat Kepemimpinan kurang maksimal menjalankan perannya karena ketiadaan produk hukum yang melandasinya, namun peran dalam aspek strategi dan komunikasi telah dijalankan melalui proses koordinasi antar lini yang cukup terstruktur. Hanya sayang, campur tangan dan intervensi lembaga legislatif dalam penempatan Pegawai Negeri Sipil (PNS) untuk menduduki jabatan struktural mencederai mekanisme yang sudah tersusun rapi. Maka dari itu, diharapkan selain diperlukannya inisiatif dari Pemerintah Daerah untuk menelurkan produk hukum, pemerintah daerah juga perlu lebih berani melawan politik transaksional dari oknum legislatif yang terus mendorong lestarinya patologi birokrasi. Abstract

ABSTRACT This study focuses on aspects of human resource management of apparatus in Sumedang District. The aspects in question are (1) Job Analysis; (2) Needs Planning; and (3) Selection of Employee Candidates. The study was conducted in the Sumedang District Government. This study uses qualitative methods with descriptive approach. In connection with this study focused on local government public organizations, the general concept of staffing functions in human resource management, the researchers used the concept proposed by Dessler. The conclusions of this study include: 1) From the final results of Anjab carried out, information on the position and position map was obtained, even though in the real conditions the implementation of Anjab had not been carried out on the regional apparatus formed. 2) Planning the needs of employees and recruitment of prospective employees in Sumedang District which is carried out based on the results of Anjab with stages in: Analysis of employee needs carried out include: 1) Type of work, 2) Nature of work, 3) Analysis of workload and estimated number of civil servants in the period of time certain, 4) Principles of carrying out work, 5) Equipment available; and 6) Formulation of employee competency formation; 3) The stages of the implementation of the prospective employee selection (CPNS) in 2013 carried out covering 3 (three) stages to be followed, by the selection participants, namely: 1) Administrative Selection, 2) Basic Competency Selection, and 3) Field Competency Selection. Abstract

ABSTRACT The purpose of this study was to analyze the Discipline of Civil Servants policy in improving performance at the Utan Sub-District Office, Sumbawa Regency, West Nusa Tenggara Province. The research method used is a qualitative method, with a qualitative approach. Data obtained through data collection techniques: interviews and documentation. The results of this study indicate that the implementation of the disciplinary policy of Civil Servants in the Utan Sub-District Office, Sumbawa Regency basically has not run effectively. Abstract

ABSTRACT As a journal, entitled “The effectiveness of system e-performance in supporting the performance of employees in Gununganyar Distri Surabaya City East Java Province the province of east java”, the purpose is to understand how effective and efficiency of e-performance application in supporting activities and outputs of employees that called performance by using qualitative methods and types of descriptive research where data retrieval is performed with interviews, observation and documentation. In the informant determination of research this time using purposive sampling technique and snowball, there are Head of District, Administrator of e-Performance, and Staffs on that dictrict. The researchers used a Qualitative analysis with data reduction steps, the presentation of the data, and draw conclusions. Analysis result has indicated that there are significant qualifications of e-performance systems in supporting the output and activities of employees. The conclusion that obtained from the research this time was more effectiveness from implementation of the e-performance program in Gununganyar District. The author would suggest that the government should provide assistance in the form of infrastructure, socializing on a regular basis, the rules regarding e-Performance Openness which should be increased and the need for evaluation of it. Abstract

ABSTRACT In measuring performance based on leadership, development and job satisfaction in Cileunyi District, Bandung Regency, West Java. experienced several obstacles. Based on this background the author takes the title: The Effect of Leadership, Human Resource Development and Job Satisfaction on Employee Performance of Cileunyi District Offices, Bandung Regency, West Java. “ The purpose of this study was to determine the effect of leadership, human resource development and job satisfaction on performance in Cileunyi District, Bandung Regency, West Java. both partially and simultaneously. Partially Leadership Variables (X1) have a positive and significant effect on employee performance. This is indicated by the regression coefficient of 0.233. Whereas for tcount (3,953)> t table (1,697) and sign. (0,001) <sign α (0,05). Increasing leadership, the performance of employees in the Cileunyi District Office, Bandung Regency, West Java. increasing too. Variable Human Resource Development (X2) partially has a positive and significant effect on employee performance (Y). This is indicated by the regression coefficient value of 0.295. Whereas for tcount (2,647)> t table (1,697) and sign (0,014) <sign α (0,05. Increasingly Human Resources Development then the performance of Employees in Cileunyi Subdistrict Office, Bandung Regency, West Java. Job satisfaction variables, (X3) partially have a positive and significant effect on employee performance.This is indicated by the regression coefficient of 0.528, while for the value of t count (4.802)> t table (1.697) and sign. (0.000) <sign α (0.05) The increasing specialization of the type of work, the performance of employees in the Cileunyi Subdistrict Office, Bandung Regency, West Java has also increased, in the feasibility test of the model that this study can be continued in analyzing the influence of Leadership (X1), Human Resource Development (X2) and Employee Satisfaction (X3), towards performance (Y). This is indicated by the Fcount value (284,486)> Ftable (2,98 and sign. (0,000) <sign α (0,05). Abstract

ABSTRAK Penggunaaan fingerprint di kantorBKPSDM masih dirasakan kurang efektif, terlihat dari kegiatan pegawai yang hanya datang ke kantor untuk melaksanakan absen fingerprint pagi hari (masuk) dan pada jam pulang kantor tanpa adanya hasil yang dikerjakan. Penelitianini bertujuan untuk mengetahui penggunaan absensi fingerprint dan kinerja pegawai Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Mataram serta efektivitas fingerprint itu sendiri dalam meningkatkan kinerja pegawai, hambatan yang dihadapi dalam meningkatkan kinerja pegawai dengan fingerprint dan upaya apa yang dilakukan untuk menghadapi hambatan tersebut. Metode pengumpulan data yang digunakan yaitumetode penelitian eksploratif dengan pendekatan induktif, sumber data menggunakan wawancara observasi dan dokumentasi. Adapun Narasumber dalam penelitian ini adalah Kepala Badan, Sekretaris, Kepala Sub Bagian Umum dan Kepala Bagian Kepegawaian dan empat orang Jabatan Fungsional Umum. Hasil analisis data menunjukkan bahwa penggunaan fingerprintsebagai gambaran kinerja pegawai sudah efektif. Meskipun dalam pelaksanaannya terdapat beberapa hambatan. Hambatan tersebut antara lain masih terdapatnya pegawai yang tidak hadir dan terlambat kerja serta kurangnya kenyamanan bekerja pada BKPSDM Kota Mataram. Diharapkan BKPSDM Kota Mataram mempertahankan penggunaan fingerprint yang sudah berjalan dengan baik, memperkecil penyimpangan serta memberikan reward kepada pegawai yang berprestasi dan sebaliknya, pemberian motivasi kepada pegawai merupakan hal yang penting untuk dilakukan agar pegawai lebih giat lagi dalam melaksanakan tugas dan tanggungjawab pekerjaannya. Abstract

AbstrAct Indonesia’s bureaucratic condition in the current reform era has not shown a good development direction, because there are still many unprofessional bureaucrats, acting as rulers, running corruption, collusion and nepotism (KKN) practices at the central, provincial and district levels. In addition, bureaucrats tend to choose comfort zones without competition, but rather based on seniority. Bureaucrats are generally not ready to enter the competitive zone.To transform a reliable and professional bureaucracy, the Government has formulated strategic policies. One of them is the Perpres No. 81/2010 on the Grand Design of Indonesian Bureaucracy 2010-2025, which is followed up by the PermenPAN RB No. 37 of 2013 on Guidelines for Formulating the Local Government Bureaucratic Reform Roadmap.The method used in this study is tailor made method combined with FGD (expert meeting) method with related bureaucratic apparatus, and Delphi technique, which is one of the techniques for involving stakeholders in decision making/policy by gathering opinions through questionnaires/questionnaire.This study resulted in 8 recommendations of the Bureaucratic Reform policy program in West Java which are expected to be able to encourage the establishment of a clean and good West Java Provincial government with adaptive characteristics, integrity, professionalism, high performance, freedom, and clean from corruption, collusion and nepotism (KKN) able to serve the public, be neutral, prosperous, dedicated and uphold the basic values and code of ethics of the apparatus. And of course it is able to realize the vision and mission of West Java Province that touches the interests of the wider community towards “West Java Forward and Prosperous” Keywords: bureaucratic reform, public service

Abstract

AbstrAk Pemberian pelayanan publik oleh pegawai pemerintah kepada masyarakat (publik) merupakan perwujudan dan fungsi pegawai negara sebagai pelayan masyarakat (abdi), disamping sebagai abdi Negara. Masyarakat sebagai aktor utama (pelaku) pembangunan, sedangkan Pemerintah berkewajiban untuk mengarahkan, membimbing, serta menciptakan suasana yang menunjang kegiatan-kegiatan dari masyarakat dalam rangka percepatan terwujudnya masyarakat yang mandiri dan sejahtera. Penelitian ini dilaksanakan di Kantor Camat Padalarang, dengan tujuan untuk mengetahui Implementasi Undang-undang Manejemen Pegawai Negeri Sipil yang dilihat dari aspek kinerja pegawai dalam memberikan pelayanan masyarakat pada kantor Kecamatan Padalarang Kabupaten Bandung Barat. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan induktif teori yang digunakan sendiri ialah teori Implementasi Edward III dan indikator Kebijakan Publik Dwiyanto. Hasil penelitian menyimpulkan bahwa Produktivitas kerja pegawai pelayanan cukup baik dimana dalam memberikan pelayanan kepada masyarakat cukup cepat dan tepat sesuai dengan prosedur yang berlaku, Fasilitas pelayanan publik di Kecamatan Padalarang telah memenuhi standarisasi sarana dan prasarana minimal pelayanan publik, selalu memberikan sosialisasi informasi jenis dan prosedur pelayanan terutama kelengkapan persyaratan pelayanan pada tingkat desa. Daya tanggap pegawai pelayanan di Kecamatan Padalarang berdasarkan hasil penelitian adalah cukup baik Pelayanan publik di Kecamatan Padalarang telah berjalan dengan baik setelah sebelumnya mengacu pada Surat Keputusan Camat Padalarang Nomor 13 Tahun 2014 tentang PATEN di Lingkungan Kecamatan Padalarang, dan Pemberian layanan publik menekankan pada peran partisipatif masyarakat dan peran aspiratif sebagai bahan evaluasi untuk memperbaiki sistem penyelenggaran pelayanan.
