Abstract

This study aims to find out and describe the process of implementing the UPZ implementation policy evaluation at Padjadjaran University: Factors that have constrained the evaluation of UPZ policies at Padjadjaran University: and the implications of the constraints on the existence of UPZ Padjadjaran University. This study uses a policy evaluation theory from William. N. Dunn who said that policy evaluation is influenced by six dimensions. The research method used is a qualitative approach with a type of descriptive method. Techniques for collecting data through interviews, observation, and literature. Based on the results of the study, it was found that the policy evaluation of the Central Baznas Regulation Number 2 of 2016 had not yet run optimally. This is because there are still among Muzaki who have potentially not participated in the UPZ Unpad and mustahik who have not all felt satisfied with the service and provision of infaq and charity zakat funds. In addition, the human resources available at UPZ Unpad are still limited, especially in the ranks of the management.

Abstract

Demands for public service innovation are increasingly pressing along with the increasing awareness that the community has the right to be served and the government has an obligation to provide the best service. One of the services provided by the government to the community is population administration services. In this case the researcher examines how the GO-DOK service innovation is applied. This research uses qualitative methods and descriptive approaches. This study uses public service theory and public service innovation. Determination of implementing informants using snowball sampling and user informants using purposive sampling. The latest innovation service presented by the City of Tasikmalaya government in the use of digital-based efforts to facilitate the community, especially in population administration services in the City of Tasikmalaya. With a delivery service developed by the Disdukcapil of Tasikmalaya city.

Abstract

This study aims to evaluate the implementation of the Accrual Based Agency Accounting System at the West Java Province Forestry Service in 2016-2019 as an implementation of the Accrual Based Government Accounting Standards. Evaluation of SAIBA applications used includes: Technical Feasibility, Operational Feasibility and Economic Feasibility are the theories of Bambang Hartono (2013). Descriptive qualitative research methods, data collection techniques with observation, documentation, interviews, and triangulation, and data analysis techniques using Miles and Huberman model analysis consisting of (1) data reduction, (2) data presentation, and (3) drawing conclusions/verification.Based on the results of the study that the results of the analysis showed an evaluation of the application of the Accrual Based Institution Accounting System (SAIBA) in the West Java Provincial Forestry Work Unit based on the evaluation of the Management Information System (SIM) application, (1) the technical feasibility of the SAIBA application measured in two indicators namely easy technology and low-cost technology shows that the SAIBA application has been quite successful, (2) the operational feasibility of the SAIBA application related to the evaluation of the SIM application has been running quite well when viewed in terms of timely reporting and accepted by the KPPN, but there are other things related to the output indicators are successful namely regarding the budget realization report, which before using the SAIBA report reached the target of 100%, but after using SAIBA there was a decrease in the achievement of the target which was between 70-90%, (3) economic feasibility, where costs and benefits were comparable.

Abstract

The Sources of state revenue derived from motor vehicle tax in the Regional Management Center of the City of Bandung show a significant downward trend every year. This study aims to analyze the receivables of East Bandung taxpayers to the Regional Revenue Management Center and the settlement mechanism so that the existing receivables can be minimized and can be resolved. This study uses a qualitative approach to the type of descriptive research. In order to collect research data, researchers used interview techniques and literature studies. The results of this study explain that the mismatch of the target and the realization of motor vehicle tax tends to reduce state revenue in the tax sector, the factors causing it are the lack of awareness of taxpayers in East Bandung and Bandung City Region III, the lack of socialization for people who have receivables, and inadequate human resources tax apparatus both quantitatively and qualitatively.

Abstract

Determination of the budget and regional expenditure income (APBD) of Kuantan Singingi Regency has a polemic in the formulation process. The delay in the enactment of this regional budget regulation indicates that there is a bad relationship between the regional head and the Kuantan Singingi district parliament. To answer the problems that occur, an analysis is conducted to find the bright spots of the polemic. This research was conducted to see the relationship between the DPRD and local government in the process of formulating the APBD. This research uses a qualitative approach. Data collection techniques namely by studying literature and using previous research. This study uses Stone's interaction type theory, namely decisional type, anticipated reaction type, non-decisional making type, systemic type. The results showed that the relationship between the local government and the Regional Parliament of Kuantan Singingi in the formulation of the 2017 Regional Budget was included in the type of non-decessional making interaction. This type of interaction is a form of interaction that is influenced by the presence of a strong majority group in influencing the process of formulating the APBD, especially on the submission and agreement of the KUA-PPAS by providing public issues so that a bad image is formed.

Abstract

 Public Management is a management organization that is formed to achieve goals by coordinating the various interests of many people in a system and administrative pattern. So bureaucratic organizations are activities that require close coordination of activities involving a large number of people and are very structured in the process of implementing government. Increased bureaucracy must be supported by the people above who run the government and not only on the system, as well as any system or rules that are made, if only the people who run the system do not have the ability, and are consistent with their work or devices will be as expected. The public view, bureaucracy is closely related to the problem of service, orderly, systematic, both from the central government to the village level government. The real purpose of bureaucracy is that every public service need can be resolved quickly. Increasing government bureaucracy must be created through healthy apparatus both physically and spiritually (morality). The hope of the community for the bureaucracy is served well and quickly, without convolution with good service, it will accelerate the realization of the goals and aspirations of the people. Politics is an instrument for realizing community goals, namely through government bureaucracy, which results from the political process. The purpose of this paper is to provide a view of the political influence of reforming government bureaucracy. The conclusion is that if public services can be done well through government bureaucracy, then that must be the condition of the implementing government apparatus in addition to having human resources that are in accordance with a morally healthy body.

Abstract

In 2030-2040 Indonesia will face a demographic bonus so efforts to prepare for this mental revolution must be made to improve the quality of human resources. One way to do that is by increasing literacy culture among early childhood. This study aims to analyze the implementation of the 15-minute miss reading innovation program in Ciamis Regency and to find out the factors that hamper the implementation of the 15-minute miss reading innovation program. The method used is a descriptive analysis method with a qualitative approach. Where data collection through observation, interviews and documentation. The results of this study indicate that the 15-minute miss reading innovation program has the support of the local government with the issuance of the Regent's Decree as the basis for the running of this program, lack of coordination and human resources that have become a hindering factor for this program so that it has not run optimally, therefore the strategy undertaken is to carry out socialization about the importance of implementing an innovative 15-minute miss reading program for school children to create an independent, productive and quality young generation in facing the challenges of demographic bonus in Indonesia.

Abstract

The research focused on the performance of employees in the service section. The main problem in this study is that there are still employees who do not respond to the procedures set at the Subang Post Office. The purpose of this study is to analyze how the performance of employees in the service sector. The research method used in this study is a qualitative approach with descriptive method. Data collection techniques used in the form of observation techniques, interviews, and literature. The results showed that the quantity of work done by employees in doing work not in accordance with the predetermined target, the quality of work results of employees at the Subang Post Office could not be said to be good, the time period that can be achieved in doing work is quite fast and quite good, in terms of attendance it is still not good because there are still late employees in doing work, and the ability to work with the leaders or fellow employees that has been established is good. And the conclusions of this study are that the employees in the Subang Post Office service are not optimal.Keywords: Public Service, Employee Performance, Leadership, Human Resource Development

Abstract

This journal discusses the influence of public participation on the realization of the budget of the Development Innovation Program and the Empowerment of the Area in the District of Bojongloa Kidul, Bandung. This research is important to do because the percentage of budget realization of PIPPK in Bojongloa Kidul sub-district is very high in the last four years where the high budget realization of the program must be in line with the participation of the people in the region. The theory used in this research is the theory of community participation from Cohen&Uphoff (1980) which discusses funding for community participation in planning, implementation, utilization, and evaluation and budget realization theory from Indra Bastian, which discusses optimal budget realization (2010). The research method in this research is a quantitative associative research method which means that this study is intended to find out the clear relationship between Community Participation and Realization of PIPPK Budget with data and analysis that uses a lot of numbers. The results of this study indicate that the influence exerted by Community Participation on the realization of the PIPPK budget is 0.856 (85.6%) and falls under the very high influence criteria. Thus it can be concluded that there is a very high influence of Community Participation on the realization of the PIPPK budget in Bojongloa Kidul District, Bandung City. This shows that community participation has an important role in the success of the Regional Development and Empowerment Innovation Program in the District of Bojongloa Kidul, Bandung.

Abstract

The City of Pekalongan is one of economic growth hubs in Central Java. Pekalongan possesses a classic issue like an overweight and inefficient bureaucracy, lack of innovation, dissatisfaction of public service, and so on. The government then proceeds digital-based budget so that it succeeds to push public spending. This paper aims to provide an overview of Pekalongan City Government Performance Management in implementing Management Information Systems (MIS) for Public Services. The analysis uses various theoretical perspectives on public sector performance management, public services and public service performance innovation. This research is a descriptive study with data collection techniques using non-reactive content analysis through secondary data and documents that already exist. The analysis shows that the application of technology to the Pekalongan City government innovation performance can save energy, time and budget. Performance monitored through the system from planning to implementation can be monitored through information technology innovation. Thus, an efficient, fair, responsive, accountable public service system can be more easily achieved.
