Abstract

Governmental Science (GS) is unique to Indonesia, which is unknown in the rest of the world. But GSalways gets an external stimulus: colonialism, developmentalism, and neoliberalism. The founders createdGS for axiological-practical reasons, without being accompanied by adequateontology and epistemology.Ontologically, the concept of government is an Anglo-Saxon tradition, but government is taken fromContinental European legal traditions and bestuurskunde colonial heritage, which in the origin countryis called administration. GS succeeded in producing many bureaucrats, but it did not carry the spirit of“people’s government” and was unable to enlighten the practice of the Indonesian government, but onlyparticipated in maintaining the law and orders inherited from colonial beamtenstaat. Developmentalism andstate administration came to color the New Order, as well as to form an GS figure. The decade of the 1990sPolitical Science came to subvert GS, which was able to ignite the color of law, but did not reconstructGS. In the reform era, political studies are farther away from government, and GS follows the traditionof neoliberalism, understanding government as public management and governance. Today, GS is anti-politics, forget the law, and are reluctant about administration. GS experienced a crisis of identity, whichwas unable to distinguish between Public Administration and GS. The epistemological crisis also occurred,namely the claim of GS as a scientific discipline not accompanied by the use of government as a subjectand perspective to understand and explain social phenomena.

Abstract

The science of government and the constitutional law are two different sciences based on their own ontology,epistimology and axiology. However, they can not be stand alone at the level of implementation. This articlemainly focus on how the intertwine, position, and differences among those two sciences.This article was written based on a normative research which mainly used secondary data. Literature studyused as its tool and data collection method. After being collected, the data were analized by using descriptivequalitative method.So, the science of government cannot be separated from the constitutional law and even the constitutionallaw cannot run alone without the science of goverment. Only in their ontology, epistemology and axiology,the two sciences can be distinguished concretely, but at the level of implementation, they are united.

Abstract

Until now, the science of government is still underestimated and even treated as a stepchild in the social andpolitical sciences. This happens because, the science of government does not yet have a perspective thatcan be used in analyzing governance problems. In fact, the science of government is the mother of science.Philosophy and politics which have claimed themselves to be the oldest and mainstay of science, were bornand emerged, after the reign of ancient Greece and Rome had been formed. This paper aims to present anideological veil that interferes with the development of governmental science studies using the perspectiveof governmentality. The governmentality perspective is a perspective that tries to analyze the scienceof government in an archaeological or Foucaultian way. The method used in this research is descriptive qualitative method. Data were collected through literature studies and analyzed using interpretive descriptivetechniques. His theme shows that the veil of ideology like an ideologist: “government for the prince”, not“government for the people” has trapped the science of government as a science that serves power. Poweritself has a very oligarchic, hierarchical and arrogant style, so that the science of government distanceditself from the science of “glorifying the community”, making society an object, not as a subject.

Abstract

There is at least an initial difficulty in explaining the view of Jurisprudence to Government Science.Jurisprudence is dogmatic because they prioritize the validity of norms over facts, whereas GovernmentScience implements government policies factually as a legal structure. The relations between Jurisprudenceand Government Science is formed in the context of the tension between fact and legality. On the other hand,the Legal Science such as Sociology of Law is connected with Government Science because they both givemeaning to law as an institution and law as a medium. The reconstruction of the Sociology of Law and thediscourse of the Village Republic has produced law as a medium of social integration that rationalizes therelationship between the System (state and market) and the Life-World (Village and community).

Abstract

Laggai government is a form of government based on “Arat Sabulungan” in the Mentawai Islands whichrefers to ethnic identity based on racial equality, religious ethnicity, origins that are bound in the culturalsystem to conduct self regulation; regulate and manage customary land, territory and traditional heritage. Mentawai is one of the ethnic groups that obtained policies on behalf of the state to implement moderngovernance such as the nagari government system, village government faced various forms of moderngovernment such as Desa, Nagari which was forced to be applied in serving the people in Mentawai, whichhad implications for the existence of the original Mentawai government which was eroded. and does notwork.This research is intended to determine the relationship between Laggai government in Mentawai andmodern government which operates through governance practices. In addition to this, the authors revealthe clash and conflicts that emerged as a response to the implementation of modern government. This studyuses a behavioral approach (governance). that is, gathering and gathering all tacit knowledge in order toread the self-regulatory arrangements that have long been the character of what is called government bythe Mentawai people. The study concludes that the practice of modern governance in Mentawai presentspower struggles and clashes. The power struggle eventually led to conflict in response to the presence ofthese modern government practices. Democracy and decentralization is a space for the Laggai Governmentin Mentawai as a form of recognition and appreciation from the state so that the Laggai Government inMentawai has the maximum function to conduct self-regulation to the community

Abstract

Government science is basically the study of political science, where in how many aspects of government science such as methods and methodology are not much different from political science. This paper tries to explain and describe the relationship between government science and political science. So far, the science of government has only studied bureaucracy, public administration, management and public policy. By only understanding it as a science of administration, government science becomes only like office science. This is due to the colonial heritage and the proliferation of neoliberalism. For this reason, this paper will try to bring the spirit of political science into government science which will explain that in reality, aspects of government are strongly influenced by political aspects. And provide a new alternative to the existence of governmental science based on glorifying the people.

Abstract

The post-colonialism syndrome is very difficult to remove in developing countries. Almost all areas of life are still connected with colonialization practices, including the development of science. The development of modernity and globalization in the third world has increasingly marginalized lokal social science theories. The development of science is not sufficient to explain the direction of global development and answer lokal problems, academically and practically. As in the use of the concept of government science from the perspective of bestuurskunde, American politics, and good governance is such formula of western civilization, which is transmitted in the form of academic colonialism. The existence of government science academically and practically is important to transform lokal wisdom models into new perspectives. Scientific wisdom as a source of inspiration for government science academically and practically must be decolonialization and indigenization in answering governance problems. The research method is descriptive qualitative with a decolonialization approach. Data processing techniques through pragmatic dialectics, by formulating new scientific syntheses. The results of this study emphasize that the science of government as knowledge of liberation must be transformed from a spirit of liberation (decolonialization) to a scientific discourse typical of Indonesian lokal wisdom (indigenization). Indonesian lokal wisdoms such as the concept of Wanua in Soppeng, South Sulawesi, and the Civil Service of the Javanese Bureaucracy, Bugis-Makassar Political Culture, to the policy model of the Islamic Mataram Kingdom are the scientific manifestations of Indonesian government as a treasure trove of scientific wisdom. The strategy of decolonialization and indigenization of government science is needed to explain governance problems that cannot be explained by other scholars. Because the science of government is not just to improve the skills of government officials or to inspire government service practices, but also to build political and bureaucratic traditions based on their social reality.

Abstract

This study describes the efforts of the village government in protecting Telaga Jonge and the conflicts resulting from privatization under the rubric of the tourism village program. The study used an institutional approach guided by qualitative methods using a case study strategy of Jonge Lake Tourism Management in Pacarejo Village, Semanu Gunungkidul. Primary data collection is obtained through in-depth interviews with business actors, village government, managers and local communities, observation and documentation. Secondary data is obtained through books, journals, documents, online media and photos. The results showed that the management of Telaga Jonge indicated that there was private intervention to make the country absent, which was supported by the tourism village program that oriented Pokdarwis. At the same time, it creates disputes because of, by and from the presence of community-based institutions that the program wants. In response to this, the village government took social engineering to protect the conflict and returned Telaga Jonge to the village.

Abstract

As a teaching, democracy is very ambitious: to rule (the ruled becomes) the government. Ordinary people, who are culturally comfortable in the position of slave labor, must change their position / character / role: determining the choice of those who control them. In the awareness that the people manage their sovereignty in their own way and the processes for actualizing their sovereignty (discursive design), the way of being democratic / sovereign is to oversee the enactment of the policy to be wise (meta-policy).

Abstract

Government Science has not become a scientific discipline and has not become a perspective in reading phenomena in society with government theories. Where the basic function of government science is to enlighten the government, it must criticize the government, not to insult and deny it, but instead have the aim to glorify, prioritize and strengthen the government. To return the science of government to the ultimate goal of a sovereign people, it is necessary to critically review it from the perspective of decolonization, reconstitution and repolitization.
