Jurnal Management of Zakat and Waqf (MAZAWA) merupakan jurnal ilmiah yang diterbitkan oleh Universitas Islam Negeri Sunan Ampel Surabaya. Jurnal ini fokus pada kajian-kajian tentang manajemen zakat dan wakaf yaitu, manajemen fundrising zakat dan wakaf, manajemen operasional zakat dan wakaf, manajemen pemasaran zakat dan wakaf, manajemen pendayagunaan zakat dan wakaf, isu-isu kontemporer seperti zakat dan wakaf produktif, investasi dana zakat dan wakaf, sukuk zakat dan wakaf, asuransi zakat dan wakaf, matematika zakat baik itu berupa penelitian lapangan maupun konseptual. Jurnal Mazawa hadir untuk merespon perkembangan era dan potensi zakat-wakaf yang terus meninggi, satu sisi sebagai rekomendasi dan di sisi lain sebagai kajian keilmuan. Jurnal Mazawa terbit dua kali selama se tahun, yakni pada Bulan September dan Maret.

Abstract

The period of Umar Bin Khattab's leadership was a golden age in the history of Islamic economics. The policies made are able to prove the greatness of the Islamic economic system. The success of Umar also made several zakat management organizations (OPZ) interested in implementing it in their operational activities, especially in gathering or fundraising activities. Using a qualitative literature study method, the writer intends to analyze (1) the functions of fundraising management, then combine them with (2) Umar bin khattab's zakat policy, so that (3) the suitability of Umar's policies in fundraising activities carried out by the management organization zakat (OPZ) to help improve the quality of OPZ performance in collecting zakat. The author obtains primary data sources through several main sources, because he cannot make direct observations and interviews. For secondary data sourced from journals, theses, scientific papers and articles obtained via the internet. The results show that the form of zakat policy made by Umar bin Khattab is not directly suitable for implementation in the current OPZ fundraising strategy. It is necessary to study, analyze and adjust in advance to the conditions and conditions of muzakki and mustahik so that fundraising activities can run effectively and efficiently and in accordance with Islamic sharia rules.

Abstract

This study aims to reveal a conceptual strategy regarding the existence of zakat institutions as Islamic philanthropic institutions. The focus of this research concerns zakat and community development. This study intends to determine the role of zakat in enhancing development and strategies for zakat in overcoming community problems, especially economic welfare problems that have not been resolved. This research uses library research method, which examines various literatures or references related to zakat and community development by linking with existing theories and research as a form of accuracy of library research. The results of the discussion indicate that zakat is closely related to community development. The zakat strategy in overcoming community problems, namely: 1) increasing the number of property owners and changing the condition of most poor and poor people to become well-off people, or it can also be termed an economic migration from mustahiq to muzakki, 2) eliminating the nature of begging (chirity) ), 3) eliminating envy and enmity between Muslims, 4) coping with disasters, 5) repeating celibacy, 6) helping refugees.

Abstract

This study seeks to answer an uproar issue some time ago in social media about the issue of allocating zakat funds for infrastructure purposes. Although, as reported in one of the electronic media, the head of the National Amil Zakat Agency (BAZNAS) has clarified that the issue is not true and may not be allocated for infrastructure but only for mustahiq. However, it is quite a shocking because already circulating in the social media, especially the existence of MUI fatwa seemed to legalize these activities in the name of fi sabillah. Therefore, the focus of this research is on the fatwa of the 1982 Indonesian Ulema Council about the allocation of zakat funds for productive interests and public benefit in the perspective of Yusuf Qardhawi. This research is library research using a descriptive qualitative method, in which the researcher observes the fatwa of MUI and various Islamic literature, especially on zakat. In order to find the light of the problem so that it can provide the best solution and not make muzakki feel worried about the zakat funds that they have given to Amil. The results of this research are: First, the allocation of zakat funds for infrastructure was not appropriate because there were still many Mustahiq who needed it more. Second, Zakat funds can be allocated if in an emergency such as if in a country education has been controlled by liberals, radicals, communists and atheists. Third, the allocation of zakat funds in the name of Fi Sabilillah must be in accordance with the agreement of Madzahib Arba’ah , which is only intended for people who are jihad in the path of Allah SWT. Fourth, According to Yusuf Qardhawi in the context of this era, jihad can use oral and written words, although it is not the same as jihad in the textual sense (war). However, by using qiyas, jihad (war) and jihad (non-war) can be equated with the same reason namely Nusrotul Islam.

Abstract

The purpose of this research is to analyze the role of the Amil Zakat Institution (LAZ) in the economic sector to improve the welfare of poor widowed families, namely through the economic empowerment program of the Kampung Mandiri National Amil Zakat Institute (LAZNAS) Yatim Mandiri, Kudus Branch located in Cangkring B Village, Karanganyar District, Regency. Demak. The results showed that the LAZNAS Yatim Mandiri Kudus Branch program in the formation of the Kampung Mandiri program, namely first, planning the formation of the Kampung Mandiri program in Cangkring B Village Karanganyar Demak to the implementation of the program, with the business being managed is fried onions with the branding "Guemez Onions". Second, the distribution of funds for the Kampung Mandiri program is budgeted at Rp. 128,590,000 for capital and program facilities and infrastructure. Third, monitoring the Kampung Mandiri program. The role of the Kampung Mandiri program for poor widows is first, to provide knowledge of entrepreneurship and Islam. Second, increase entrepreneurial skills. Third, increase income. The role of LAZNAS Yatim Mandiri, Kudus Branch is still not optimal in improving the welfare of poor widow families because the income earned from working wages when the production of fried onions is of little value and the profits from sales cannot be used directly by widows because they are still collected and stored first. The Kampung Mandiri program has been supported by the existence of village approval, grants for program activities, and business capital from LAZNAS Yatim Mandiri Kudus Branch. Meanwhile, the obstacles experienced are the slow rate of development, the production process is not yet optimal, the lack of cohesiveness of the members of Kampung Mandiri, and the marketing of products that are not optimal.

Abstract

This study is concerned with zakat management organizations, infaq, alms and waqf, where there are fundraising activities, especially waqf. Fundraising is an activity in order to raise funds and other resources from the community, both individuals, organizations and legal entities. Fundraising requires good management. Management functions ranging from planning, organizing, actuating and controlling are implemented so that waqf fundraising runs well. With the existence of the Yatim Mandiri Kudus branch which is active in fundraising, it is hoped that it can maximize the potential of waqf in Kudus so that it can help people in need in Kudus, especially the dhu'afa orphans. The problem in this research is how to manage waqf fundraising at the Yatim Mandiri Kudus branch. This type of research is a descriptive field research with a qualitative approach. The data collection techniques use literature review, observation and in-depth interviews with the manager of the Yatim Mandiri branch of Kudus as primary and secondary data. The results of this study are the management of waqf fundraising at the Yatim Institute. Mandiri Kudus, it can be concluded that, Yatim Mandiri Kudus Planning is doing well, by making a program arrangement to be delivered, and by applying two fundraising methods, namely direct and indirect Fundraising. Organizing and directing have been carried out well, determining the area for taking, recruiting and mentoring new fundraisers, led directly by the head of the Yatim Mandiri Kudus branch. And also well-managed supervision, starting from measuring the performance of fundraiser employees and ongoing achievements. Meanwhile, the Kudus branch of the LAZNAS Yatim Mandiri institution itself has programs related to waqf and other programs, such as zakat, shadaqah, donation to support the institution.

Abstract

This study seeks to provide an overview of an effective strategy for waqf asset management through a model recommendation in Mamajang District, Makasar City. The low quality of human resources, in this case is nadzir in managing waqf assets, causes waqf to be unproductive in Indonesia. Therefore, the purpose of this study is to provide an overview to the parties concerned, in this case waqf, regarding the unproductive nature of waqf in Indonesia so far so that it can be taken into consideration for the increase of waqf in the future. This type of research is descriptive qualitative. The results obtained are Nazhir in the district. Mamajang does not carry out its duties according to the existing law. The donation process carried out in the district. Mamajang is only intended for the construction of religious facilities and there are still waqf lands that have not been certified due to problems with Nazhir in managing land certificates that do not exist.

Abstract

The potency of tithe (locally called as zakat) recently is not optimally developed an professionaly managed. Ineffectiveness of operational of tithe collecting agency related to the aspects of administration, distributing, monitoring or in evaluating the tithe has become the factor of this condition. In other word, it can be assumed that the organizational system and management of tithe is still classical, consumptive and lacking of significant social impact. Bassed on that assumption, the role of government is demmed essential in coping with the issue. Through the tithe collecting agency either in local or in national level, it is espected the management of tithe collection can be optimally down. Meanwhile, Baznas in Banjarmasin City is the object of this reseach in which, according to the writer, this institution has played its rule quite well in the attempt of realizing the laws about the management of tithe (zakat) both in collecting, distributing, and using the tithe and in the attempt of developing the people economic through the prorams of Revolving Loan Fund given by Baznas of Banjarmasin City that can influence the development of the Mustahiq economic trough it recently is not fulfilled maximally.

Abstract

This study is motivated by the low understanding of the community towards waqf and the large potential of waqf. The purpose of this study was to analyze the development of the fundraising strategy carried out by four waqf management institutions. Namely the Surabaya Al-Falah Social Fund Foundation, the Comparison of the Selangor Waqf (PWS), the Indonesian Waqf Board and the Global Waqf. The research method used is through a descriptive qualitative approach with library research data collection techniques. The results showed that the waqf strategy implemented by the four institutions had progressed from the model that YDSF did to raise funds with the Research Funding method which promotes the creation of business results through the development of waqf assets. PWS and BWI are using the same method, namely picking up the ball and waiting for the ball by working together through the Islamic Financial Institution. And the fundamental strategy that can help waqf institutions in the development of information technology is carried out by the Global Waqf Institution, which applies online waqf with an online waqf strategy through the website, transferring accounts and not setting targets. So that the management of waqf can be said to be effective with the existence of several strategies that are best for the success of the institution to achieve its goals.

Abstract

Penelitian ini bertujuan untuk mengukur tingkat kompetensi amil zakat dari aspek perorangan sebagai potensi sumber daya manusia yang ada di lembaga zakat. Penelitian ini penting dilakukan, mengingat banyaknya isu yang beredar tentang eksistensi amil zakat yang kurang profesional dan inovatif dalam melakukan aktivitas manajemen, selain itu, juga gencarnya pemerintah melakukan sertifikasi amil untuk perbaikan pengelolaan zakat. Signifikansi penelitian ini terletak pada uji pengukuran yang dilakukan oleh peneliti, yaitu mangambil variabel pola manajerial dan kemampuan bersikap, berpikir dan melakukan profesionalisme dalam tugas pengelolaan. Penelitian ini dilakukan di lembaga amil zakat Nurul Hayat Surabaya, pemilihan lokasi ini sebagai manifestasi dari lembaga amil zakat lainnya karena Lembaga Zakat Nurul Hayat Surabaya memiliki cabang di beberapa kabupaten. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif. Dalam metode pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi. Wawancara dilakukan secara langsung kepada manajer penghimpunan, ketua fundraising, direktur pendayagunaan, manajer pendistribusian dan manajer pendayagunaan. Setelah dilakukan penelitian, didapatkan hasil yaitu amil zakat di Nurul Hayat Surabaya telah memiliki kemampuan dan profesionalisme dalam pengelolaan zakat. Kemampuan amil dalam mengelola zakat dapat diketahui melalui training, pengalaman dalam bidang pekerjaan dan pencapaian target setiap amil. Profesionalisme amil dalam mengelola zakat dapat diketahui melalui tanggung jawab, komitmen dan keinginan amil untuk meningkatkan kemampuan. Adapun upaya dari lembaga untuk meningkatkan kemampuan amilnya adalah dengan dilakukan evaluasi untuk mengetahui kebutuhan dalam meningkatkan kemampuan amil, kemudian diberikan training.

Abstract

Penelitian ini bermaksud mengungkap praktik atau model pelaksanaan wakaf produktif yang dilakukan oleh Bank Wakaf Mikro Syariah di Jombang, Jawa Timur. Model pelaksaan wakaf produktif sangat jarang ditemukan di lembaga lain, dan bahkan nyaris tidak ada. Selain itu, model tersebut dapat menjawab kegelisahan para pelaksana di lembaga perkawakafan terkait dengan strategi yang tak kunjung menemukan formasi tepat. Signifikansi penelitian ini terletak pada model pemberdayaan dan pemberian modal usaha sebagai pentuk wakaf produktif kepada beberapa UMKM potensial. Model ini menjadi pembeda dengan beberapa lembaga wakaf. Metodei yangi digunakani adalahi metodei kualitatifi deskriptif,i darii hasili wawancarai datai diperolehi darii pimpinani ataui staffi yangi terkait,i sertai didukungi dengani studii dokumentasii yangi dapati membantui keakuratani informasii yangi dibutuhkani olehi peneliti, diantaranya struktur organisasi dan standart oprasional. Sehingga menghasilkan beberapa temuan, yaitu dalam program tahap awal dalam Bank Wakaf Mikro adalah “Pemberdayaan Masyarakat melalu Pendirian LKM Syariah sekitar Pesantren” yang diprakarsai oleh Lembaga Amil Zakat Nasional Bank Wakaf Mandiri (LAZNAS BSM) yang mana pendiriannya difasilitasi oleh Otoritas Jasa Keuangan (OJK) dan Pusat Inkubasi Bisnis Usaha Kecil (Pinbuk). Proses pelaksanaan wakaf produktif di Bank Wakaf Mikro Denanyar, menggunakan sistem penyalurannya dengan produktif, disalurkannya kepada nasabah yang punya usaha untuk mengembangkan usaha nashabah yang mana cara penyalurannya itu dengan sysitem Kelompok Usaha Masyarakat Sekitar Pesantren Indonesia (KUMPI).
