Abstract

The sustainability of capture fisheries development in Indonesia faces various challenges, such as climate change, pollution, resource degradation, and pressure from fluctuating commodity prices.Furthermore, a policy breakthrough with proper strategy is needed in realizing sustainable capture fisheries development. This study aims to formulate the most appropriate policy from several existed alternative policies to achieve sustainable capture fisheries development. Primary and secondary data are used in this study. A prospective analysis (SMIC-Prob-Expert) approach is used to formulate priority policy scenarios for capture fisheries development in Indonesia. As results, the analysis brings about six main priority alternative policies, namely: (1) increasing utilization of fisheries resources (SDI), (2) increasing capture fisheries productivity, (3) increasing fishermen household income, (4) providing fisheries insurance/social security, (5) improving status utilization of SDI, and (6) increase in the value of capture fisheries non-tax state revenue (PNBP). The analysis shows that policy scenario 01 (111111) or by implementing all alternatives policy simultaneously is the best choice. If the policymakers are faced with options, then the policy scenario becomes the last option to be taken simultaneously is not to choose a policy of providing insurance/social security tofishermen; or in the in this case policy scenario 05 (111011).

Methods of data analysis was done by calculating CR, NPM, size and ROA, classic assumption test, multiple linear, adjusted R2 test and test hypotheses. PT. Chentral Proteinaprima fisheries aquaculture company in Indonesia with the highest firm size value, PT. Dharma Samudera Fishing Industries is a company of marine fisheries with the highest ROA value, PT. Inti Kapuas International is a company of Arowana fish breeding with the highest value of CR and NPM. CR, NPM, and size together affect the ROA. CR has negative effect on ROA. NPM has positive effect on the influence of ROA. While size does not affect on ROA. NPM is the dominant from the three factors. Companies should be able to increase net income and must be able to maintain the value of CR that is not too high. Keywords: ROA, CR, NPM, firm size, BEI

Sensitive attribute as a supportive indicator of sustainability in ecological dimension is the diversity of tree species outside the mangrove area to be a very (Leverage= 4.41), the economic dimension is a production of cultivated species on mangroves area (Leverage= 7.79), and social dimension is the practice of local culture within mangroves area (Leverage= 7.79). Strategies that can be applied to achieve BJBR tourism sustainability are to continue to carry out conservation that is packaged in responsible tourism, increasing economic growth by encouraging entrepreneurship, and forming networks between tourist sites and the surrounding area to encourage development.
