Abstract

Damage on the coastal area of Karawang Regency requires improvement efforts through the implementation of several government policies. However, modification of the policy developed to manage natural resources in the sea was one of the causes of non-optimal role of the government in rehabilitating coastal areas. This study aims to analyze the effectiveness of implemented regency government policies in achieving successful coastal rehabilitation. The data obtained were analyzed using descriptive analysis with a quantitative approach. The results shows the capacity of the Karawang Regency Government was still low in supporting the successful implementation of coastal rehabilitation policies. The Karawang Regency Government needs to collaborate with other stakeholders, redistribute employees, and encourage increase on education and training for staff.

Abstract

This study aims at assessing knowledge management maturity level and the effect of the determinant factors of knowledge management in Ethiopia’s federal ministry of health. Explanatory survey design involving both the quantitative and qualitative methods was employed. General knowledge management maturity model based on people, process and technology key process areas was used to measure knowledge management maturity level in the organization. The qualitative data was analyzed using thematic analysis and summarized under pre identified and emerging themes. The quantitative and qualitative data were triangulated to enrich the findings. The study determined that the ministry’s overall knowledge management maturity level was close to maturity level-2 (Aware), which is generally to mean that the organization was aware of and has the intention to manage its organizational knowledge, but it might not know how to do so. Organizational culture, human resource, information technology and knowledge management process were identified as having significant and positive linear relationship with the knowledge management practice in the organization. It is essential for the ministry to reestablish knowledge management or define improvement plans using model such as the general knowledge management maturity model. The improvement should address the identified determinant factors as well as criterion set for each of the people, process and technology key process areas.

Abstract

Morotai Island is developing district located in the North of North Halmahera and one of the areas that has potential source from ecosystem biodiversity. This biodiversity is very unique related to ocean condition such as ocean currents and other properties. This research used survey data in 2015 and other data from satellite and database insitu. The results showed that the Sea Surface Temperature (SST) ranges from 26.7 0C to 32.8 0C and the salinity ranges from 33.48 to 36.8 psu characterized by open ocean. The ocean currents patterns different in surrounding area due to variety of depth, tide effect, monsoonal situation, and local aspects. The mangrove area mostly located in the south, while coral reef stands in the almost coastal area. This region is mostly influenced by monsoons and also the Indonesia throughflow. From the results, the location in the southern part is very suitable for marine culture and tourism, while in the northern region it is very suitable for tourism, conservancy, and fishing. These activities will lead Morotai as an important area for enhancing the local revenue

Abstract

Although the effect of public expenditure efficiency on local government fiscal performance is widely-documented, what precisely explains expenditure efficiency remains largely unclear. Nevertheless, past research holds fiscal illusion as the most likely predictor and community sensitization very critical for fiscal illusion-expenditure efficiency formation. We employed fiscal illusion theory to investigate possible fiscal illusion-community sensitization-expenditure efficiency mediation in 16 districts, 6 municipalities, and 160 sub-counties of Uganda’s northern region. Over the years, Uganda; an East African country, is applauded for its fiscal federalism proficiency. But presently, its northern region is grappling a 20-year post-conflict trauma likely to compromise entity spending efficiency. Structural equation modeling results suggest that all the four fiscal illusion constructs: fiscal imbalances, political divide, tax payment bias, and fiscal sabotage, predict changes in expenditure efficiency. However, community sensitization does not mediate the fiscal illusion-expenditure efficiency linkages. Implications for these findings and possible direction for future research are discussed.

Abstract

This study aims to analyze: 1) factors influencing the degree of fiscal decentralization in Jambi Province; 2) the influence of the degree of fiscal decentralization on the industrial sector in Jambi Province. The analysis model is the panel data regression. The results showed that, first, the economic level, the amount of regional spending, and the investment level significantly influence the degree of fiscal decentralization in Jambi Province. Second, there is a significant impact of the degree of fiscal decentralization on the development of the industrial sector in Jambi Province. This study recommends increasing local own-source revenue in order to improve the degree of fiscal decentralization. Furthermore, the allocation of regional expenditure must be directed towards direct expenditure, especially capital expenditure, which is related to industrial development in Jambi Province.

Abstract

A number of studies state that e-government is a "powerful" anti-corruption tool but other researchers still have doubts about the role of e-government. In fact, other researchers claim that e-government is not only a powerful weapon against corruption but also has the potential to create corruption opportunities. Starting from this phenomenon, this study aims to synthesize research results regarding the role of e-government in reducing corruption. This research systematized the results of research over the past 19 years using a systematic review method. This method provides a comprehensive review so it is expected to reduce the bias of literature. This paper reviews 16 articles published in reputable peer-reviewed journals. Most articles use macro-comparative data in all countries, while other articles use surveys, case studies, and conceptual papers. In general, the systematic review result show that e-government can reduce corruption. However, the success of e-government is not universally applicable. There are internal and external organizational factors that influence the effectiveness of e-government functions to againts corruption.

Abstract

This study to investigation effect of hinterland government expenditure each region, Gross Regional Domestic Product (GRDP), investment, consumer price index, and the road length of South Sumatera province toward the GRDP of other provinces in Southern Sumatera such as Jambi, Lampung, Bengkulu, and Bangka-Belitung Island. The data use secondary data during 1986-2015, data source from the Central Bureau of Statistics, Directorate General of Regional Fiscal Balance, and Indonesia Investment Coordinating Board. The analysis uses multiple regressions with Ordinary Least Square (OLS) method. The results showed that the economic spillover of South Sumatera consisting of gross domestic product, investment, consumer price index and the road length caused spread effects to Jambi, Lampung, Bengkulu, and Bangka Belitung with positive values except for Bangka Belitung whose consumer price index was negative.

Abstract

This research work aims to, firstly, analyze the structure of economic growth based on regency/city typology in Jambi Province in 2008-2007, and secondly, to analyze regional development inequality in Jambi Province in 2008-2017. The analytical methods used are cluster analysis and Williamson Index. In this study, regions are grouped based on similar characteristics of economic growth in Regency/City in Jambi Province using cluster analysis in the period 2008 to 2007. The results of the cluster analysis generated three regional groups with different economic characteristics each year. Through Williamson Index it is found that the average value of development inequality in Jambi Province in 2008-2017 is 0.389, indicating that Jambi Province’s inequality index is in the intermediate level. The results of panel data regression analysis show that HDI and Expenditure on Goods and Services have a significant effect on economic growth.

Abstract

The purpose of this study is to analyze the empowerment of electricity beneficiaries through community empowerment activities following the use of wind and solar renewable energy (PLTH) in Pantai Baru. To achieve these objectives, the data collection in this study was carried out using a structured research questionnaire to 68 PLTH electricity beneficiaries in Pantai Baru, where they are also managers of tourism business in Pantai Baru.This study uses a frequency distribution analysis method to identify: (1) the profile of renewable electricity beneficiaries and (2) determine the extent of empowerment renewable energy electricity beneficiaries in Pantai Baru. The results showed that the characteristics of the beneficiaries were generally of a mature age, had a clear direction of life and goals, and had and adequate level of education. Furthermore, in terms of the empowerment indicators used in this study, they are rated as high. Thus, this study indicates that the community empowerment activities through the development of renewable energy have an impact to the empowerment of PLTH electricity beneficiaries in Pantai Baru.

Abstract

The main purpose of this study is to discuss business ethics and good corporate governance implementation. Business ethics is the foundation of good corporate governance implementation in a company. The existence of ethics in the company is expected to be a benchmark for measuring moral values, especially policies. It is also expected that the application of good business ethics elevates the implementation of good corporate governance. The establishment of supervisory institutions in public sector organizations is also expected to be the best way to eliminate the ethical violation. Thus, good business practices and the environment in Indonesia can be achieved.
