The International Journal of Disaster Management (IJDM) is addressing the results of applied research to advance the knowledge in minimizing the potential impact of threats or warnings caused by natural or man-made disasters in a way to reduce the exposure of human activities to risks. IJDM is a journal for researchers, practitioners and policy makers from various disciplines to publish the knowledge advancement on the dynamic relationship between human and disaster, local indigenous knowledge as well as the strategies and technology applied in different elements of the disaster management cycle, including in the response, recovery, reconstruction, prevention, mitigation, and preparedness. Abstract

This study explores the importance of indigenous knowledge for everyday practices of disaster risk reduction and response. Many existing studies have highlighted the need to integrate such knowledge with modern science. Based on ethnographic research in indigenous communities in the Mentawai Islands of Indonesia, this study explores the categorization of indigenous knowledge in the integration process. To that end, primary data were collected through in-depth interviews while secondary data were collected from relevant documents, including books, articles, websites and government and NGO reports. The findings indicate that indigenous knowledge is acquired through long observation and interaction with disasters. Although some of this knowledge is based on successes in other localities, some indigenous knowledge is completely local, homogenous and shared among community members. It was also established that indigenous knowledge can be meaningfully organized into a number of categories, and that indigenous knowledge of a technical nature is more likely to be integrated with scientific knowledge. The research was exploratory and approached indigenous knowledge issues from the point of view of indigenous communities themselves. This approach should be replicated and expanded in other indigenous communities.

Abstract

This qualitative-descriptive study aimed to analyze the relationship among risk reduction , natural resource management and poverty as part of Sustainability Development Goals (SDGs) indicators. This research is part of a mandate research from government (Penelitian Unggulan Sesuai Mandat Pusat) which raised the case of illegal gold mining (PETI: Penambangan Emas Tanpa Izin) in Merangin Regency, primary and secondary data were being analyzed using content analysis and DPSIR. Results showed that illegal mining along the river moves from upstream to downstream and cause an increase in catastrophic events. Absence of law enforcement and disaster risk reduction contributed to environmental damage and increase the intensity of floods and flash floods. Disaster managers have not even performed disaster risk analysis therefore it is still far to get to its integration with the achievement of SDGs. Keywords: Disaster, integration, risk reduction, SDGs, Merangin

Abstract

This paper explores how the coastal community of Sangihe Island, North Sulawesi, Indonesia adapted from past disasters through internalization of bad memories. To build an understanding of the cultural construction of this adaptation, this paper uses a cultural ecology framework and information collected through phenomenological study to identify the primary socio-historical information derived from past disasters. The results of the research show that the community has internalized the memories of disaster through material and non-material culture, as well as spatial arrangements of infrastructure to address the multiple threats of volcanic eruption, tsunami and typhoon risks, witnessed by their ancestors. This paper shows that the communities of Sangihe apply embedded knowledge and experience into daily practices. This is one of the models of indigenous knowledge-based disaster risk reduction, which can be a foundation for the present generations outside Sangihe to minimize the impact of disasters.

Abstract

Earthquake on July 2, 2013, destroyed several buildings in Aceh Tengah district and Bener Meriah district of Aceh Province. This earthquake gives Aceh government a clue that the seismic hazard map must become the reference in development plan in future. To respond this idea, we conduct the research and try to estimate the amplification factor for developing seismic hazard maps of those districts. This study aims to determine the average shear wave velocity up to the depth of 30 meters (Vs30) and the amplification factor of Aceh Tengah district and Bener Meriah district, to build the seismic hazard map of both districts. In this study, we use the MASW (Multi-Channel Analysis of Surface Waves) with 24 geophones in the frequency of 10 Hz at 10 locations to determine the Vs30 beneath the surface. The soil and rock classification from ASCE 2010 and SNI 1726:2012 used to classify the soil/rock based on Vs30 and calculate the predicted amplification factor using the Borcherdt Eeri equation. The result of this study reveals that the range of Vs30 in the study area is 76 m/s – 308 m/s. The loosest sediment has 76 m/s located at point 2 in Aceh Tengah district. The shear wave velocity of 76 m/s classifies as soft soil (SE). Based on the calculation, the pyroclastic deposit and sediment in the basin of the study area will be amplified the seismic wave in the range of 2.9 to 3.3 times. In the future, we suggest conducting another geophysical survey to determine the correct amplification factor to improve the quality of seismic hazard map.

Abstract

Disaster risk events always have impacts on disaster losses in terms of the sustainability. The phenomena of natural hazards continue to threaten the social and economic livelihoods of the community, ─ while policies and stipulated regulations for mitigating disaster risks reduction (DRR) endlessly become polemics both in national and local government institutions. The study was conducted to address public perceptions on the effectiveness of Indonesia’s Disaster Management Authorities in managing DRR across the archipelago. Relying on the coproduction principle, the author conducted a case-study through in-depth interviews and literature studies to gain public insights, including related encountered situations ─ revealing perceptions on the track-records of the performance of disaster management authorities in a SWOT analysis. The results indicated that both national and local disaster management authorities respectively are less effective due to the lack of effective communication, coordination, collaboration, and synchronization in managing DRR. Moreover, the scarcity of existing potential leaderships for decision makings through vertical and horizontal negotiations, ─ and lack of persuasive approaches for communities’ engagement at all risk cycles. The study highlighted the importance of reforming the status of national disaster management authority ─ thus, it is more powerful in functioning to command, monitor, and control the lower disaster risk institutions and be able to synergize implemented policies with other government institutions. The study also suggested increasing coproduction through public-private partnerships and philanthropies to upgrade innovations, education and training, also psychological healings as a recovery process for greater sustainable development.

Abstract

This study aims to assess the level of preparedness of visually disabled people in terms of the emergency response plan for earthquake and tsunami. This study uses analytical methods, cross-sectional design, and questionnaires as data collection tools. The sample of this study was 54 visually disabled people who were living in Banda Aceh. The analysis revealed that the level of preparedness of the emergency response plan, the majority of visually disabled people has a low level of preparedness to plan an emergency response (63%), especially the total blindness group (46.3%). The Mann-Whitney test results showed that there was a statistically significant relationship between the visual impairment group and total blindness group on the preparedness of the emergency response plan (p = 0.016). Hence, this study suggests some recommendations, including a disaster preparedness program that is sensitive to people with disabilities, increasing the participation of people with disabilities in DRR education, and increasing the accessibility of people with disabilities to DRR teaching/learning materials.

Abstract

The earthquake and tsunami that hit Aceh in December 2004 have come to represent the worst natural disaster in living memory. Post-disaster housing reconstruction was one of the concerns in re-building a better and safer Aceh. The rehabilitation and housing reconstruction works pose an immense challenge because of lack of expertise, resources, and coordination. This research was aimed to evaluate the housing rehabilitation and reconstruction process after one decade. Focus Group Discussion (FGD) was selected as the main data collection technique to achieve comprehensive discussion among all actors involved in the reconstruction process. It was concluded that there are four indicators that poses as strains and support of post-disaster housing rehabilitation and reconstruction process in Aceh. They are (1) housing delivery process, (2) community participation in housing design and supervision, (3) procurement for building materials and skilled labors, and (4) government involvement and policy. Coordination is also a significant factor that was neglected. Suggestions for better future practices are presented, such as ensuring the accuracy of beneficiaries’ data to avoid overlapping; intensifying the role of government at every stage of the reconstruction processes; engaging the community to be actively involved in rehabilitation and reconstruction process.

Abstract

Indonesia is the largest archipelago country in the world located at the confluence of four tectonic plates. This condition makes Indonesia potentially and become vulnerable to natural hazard that have a significant impact and reach various sectors. One of the impacts of natural hazard that occurred in Indonesia is the education sector. This natural hazard has an impact on the physical building of schools and also hinders the process of teaching and learning, causing trauma, and even fatalities at school. The Indonesian Institute of Sciences (LIPI) through the Community Preparedness (COMPRESS) program inaugurated disaster preparedness education at the school community level. In 2008, LIPI began implementing disaster risk reduction by developing a model of disaster preparedness schools. Then LIPI published Guidelines for Implementing Disaster Preparedness Schools in 2013. This guide does not yet have a specific Knowledge and Attitude category and can be used as a reference. Therefore, the development of the Disaster Preparedness School Implementation Manual needs to be done. The development of this measuring instrument was analysed by compiling a comparison matrix using the AHP method so as to produce a new development system from the Knowledge and Attitude assessment category. This study produced 3 sub-categories of Knowledge and Attitude assessment, namely (1) Standard Operating Procedure (SOP) for Teaching and Learning Disasters with a weight of 33%, (2) Knowledge about Disasters and Disaster Management with a weight of 43%, and (3) Knowledge Access About Disasters and Disaster Management with a weighting of 24%. Such approach can be used in advancement of others variables of measuring tool for school preparedness.

Abstract

The massive tsunami of December 26, 2004 has had a huge impact on the life of the coastal region. The effects of the tsunami caused damage to occupation settlements, loss of waterside land and destruction of marine biota ecosystems. The coastal region of Aceh Province in Indonesia is the area that has the worst impact followed by the State of Malaysia, Thailand and as a coastal area of India. As a result of a large amount of coastal land experiencing a loss of land mass, erosion is very significant. As a step towards handling coastal areas from greater erosion prevention, the Government of Indonesia in 2005 adopted a policy of handling rehabilitation and reconstruction through the ANTERP (Aceh Nias Tsunami and Earthquake Response Program) program under the BRR (Rehabilitation and Reconstruction Agency) in collaboration with Ministry of Public Work. One of the steps to handling erosion is to protect the coast using the hard structure method such as the construction of a revetment and jetty made from rock armor. This study aims to assess the level of damage and priority of handling of coastal protective structures that have been built in 2009, 2016 and how changes in shoreline occur on the beach location of Alue Naga - Neuheun, which is a coastal area that was greatly affected by the tsunami. Assessments were carried out in three different coastal structures, namely CS-1 locations in the Alue Naga area, CS-2, Lambada Lhok coastal area and CS-3 Neuheun beach area. Guidelines for assessing structure damage and changes in shoreline in the study using the Ministry of Public Work Regulation No. 08/SE/M/2010. The rate of change in shoreline is obtained through computational calculations of the DSAS (Digital Shoreline Analysis System) program using the EPR (End Point Rate) method and NSM for change distance (Net Shoreline Movement).

Abstract

The present study examines the recovery progress that has been achieved so far a decade after the tsunami disaster occurred in Banda Aceh city of Indonesia. Assessment of the recovery progress for several activities at the local context associated with the long-term disaster recovery phase include the hazard source control and area protection, land-use practices, mental health recovery, and economic development were conducted to identify windows of opportunities in different sectors to build back better. The findings subsequently situated within the framework of global context, by setting up a global framework linking the common targets between the Sendai Framework for Disaster Risk Reduction (SFDRR) and the Sustainable Development Goal (SDG). Among investigated sectors, the hazard source control, area protection and land-use practices seemed to miss the opportunity of changing the coastal areas to become more resilient to tsunami disaster, due to unsynchronized city masterplan with housing development towards the coastline. While this practice rather discouraging for promoting the idea of ‘build back better’, the other sectors such as community economic revitalization and mental health programs were rather successful in seizing the opportunities at different levels. It requires high commitment from different actors during the recovery to identify and grab the opportunities at the earliest phase of the recovery and to be able to coordinate and formulate the appropriate recovery programs that linked to the targets for sustainable development in the global context.
